But, How ?
After doing some surveys by look at examples of Baby Boom projects in several countries in eRepublik, they use nationalism factor for recruiting new fighters. While nationalism is not a strong factor for our community that consists of various nations in the world. Which makes the majority of us become citizens of eJapan are the love of Japanese culture itself.
YES! Our strong point is CULTURE itself! We must exploit this factor.
Both Traditional and Pop Culture!
and using media that support it.
For example, in one of the songs using Vocaloid "Miku Hatsune" there is the title "World is Mine", we can use this to fans of Vocaloid to attract them to join to our community. It can be used to Touhou fans, Code Geass fans, Haruhi fans, or other fans according to the desired target.

Answer to the bonus question: When orgs we're independent entities, you could use them to purchase goods in other nations. the NBoJ was put in Paris to take advantage of cheap goods there and was stuck when orgs were mostly eliminated. Now of course there is little point to the actual location since goods are fiarly identically priced everywhere.
The idea has been around for ages, but the thing is... it will more or less only work on western fans.
As you should know if you have some normal knowledge about Japanese people and the interwebs, is that Japanese people rarely use english sites.. and that includes ESPECIALLY english webgames with no proper support for their language whatsoever. :/ Now i don't dislike the idea.. but by nature it's not going to work out as intended.
