[MoF] Q1 -> Q2 Upgrade Subsidy Results

To upgrade a Q1 food company to Q2 typically costs 20 gold. On Black Friday, that cost was reduced by 30% to only 14 gold. The Canadian Ministry of Finance paid out in cc. We used a static conversion rate of 1100 cc = 1 gold. Therefore, 1 Q1 to Q2 company resulted in a subsidy of 15,400 cc. A grand total of 877,800 cc has been paid out. That is equivalent to 798 gold. Overall, 57 Q1 companies were upgraded by Canadians who took part in the program.
