I don't see a "barracks" section. Did you mean the "Militia Headquarters" section under "Citizen Affairs"?

The military sections right down the bottom below "The fun zone". if you can't see it, you might not be in the eaus citizen group.

Ah, eAuzzie citizen group. Yes, I signed up for that as soon I had forum access. Judging by how long it took to get access to the general forum, I don't expect to be able to see that for several days.
There was a problem with API, which meant the forums where iffy for signing up for things in the forums. But the API is back up meaning that things should return to normal so all your request will hopefully be attended to soon by the people in charge. follow it and it help you sign up. It may take a few days but you will eventually get into everything you need to.
