Suggestion of MU system for eJapan

Citizens of eJapan, today I am going to share with you my opinion how the MU system should work in out country:
1. We should have 2 or 3 national MUs (depends how much players we have)
1.1. First MU would be only for new players, that just joined the game, it would be somethig like a recruit MU ( this MU is not needed when we dont have new players)
1.2. Second should be a mass MU, in this Mu would be all the active players that hit normal everyday
1.3. The third MU would consist of elite soldiers, most active and strongest players of eJapan, who can move and make a big dmg to help our allies
2. At the beginning we should supply only this two or three NT MU that we have, so many citizens would come to this MUs and we would all unite and work together.
Later when we have more money we could send the money to MU commanders so they could supply their citizens, of course to hit on MoD order.
There is no need for screenshots, we simply believe them, and when we chatch some MU doesnt hit by MoD order, first time we simply punish them with no supplies few days, and if they do it again we erase them from the supply list.
3. For giving supplies we would use national companies, there should be:
3.1. Q5 weapon company for suppling weapon to new citizens from 1.1 MU( they dont need q6 waepon at beginning this would be only a waste of money, of course this is not necessary when we dont have low lvl citizens)
3.2. Q6 weapon company for supplying other two MUs with weapon.,
3.3. Q5 food company for supplying other two MUs with food.,
In this companies would work citizens from national MUs for 1JPY, and get their supplies every day, so they would work and hit for their supplies, there would me much more supplies to give than now and citizens would faster improve their lvl, strenght and dmg
It is important that the owners of this companies must have the citizenship of the country that has 100% bonuses, if we dont have money to build the companies, than we maybe could loan them from some citizens, or maybe someone could give up from his personal profit to help eJapan and supply eJapanese citizens.
this is the system many eCountries of the eWorld use and I think that this is the best for eJapan.
There would be much more income in our treasury, and eJapan would improve much faster.
Of course, to rebuild the country we must have good allies in eWorld, we must continue to improve the relation with our neighbours eROC, on this way i great all citizens of eROC and other allied countries

This was the other option which were rejected by our congress.
I disagree with it being rejected, given that less than half of all Congress members even voted.
Yataisi, unless you're going to get the asses of the inactive Congress members into the forums to vote, unfortunately we have to follow the dictatorship of the minority.

We should support the first, weak MU. The new player have no experience, they need help. You will lose fast the motivation, if no one helps you with weapons and food. The older players should make already(!) his own weapons and food.
I don't really know weather this system is suitable to eJP. Personally, this is a good system.

we had a similar plan in place, but somehow it was removed from the table for consideration, with scarcely a day to vote in the final on the forums. What we have now was a hustle to the extent that we were offered just two choices ultimately -- "bad, and worse"
Well, it depends. The "bad" choice (Option A) was a revised version of what the article is proposing, but we all know who voted for the alternative of all MUs getting equal access to funding.
"bad" versus "worse" -- no need to worry about it now. But, as we get that VAT, we do have an obligation to make the fighting forces as they are, as strong as we can. Hopefully the plan in place doesn't drive people crazy.
