What is Order 66?

Order 66: In the event of CPF and CNC acting against the interests of the DAL, and after receiving specific orders verified as coming directly from the Supreme Commander (William Duncan), DAL commanders will remove those officers by lethal force, and command of the DAL will revert to the Supreme Commander until a new command structure is established.

Under close examination, the text of Order 66 exposed several distinctions that set it apart from the other orders. First, the majority of the other known orders took into account other sources of command authority — the Vice Chair Scorpius, the CSIS, the CPF and CNC Coup, the DAL High Command—while Order 66 could only be issued by the DAL Supreme Commander — in this case, William Duncan himself. Second, it was not required that the CSIS, or Parliament majority, declare that the CPF and CNC were acting against Canadian interests; William Duncan alone had the power to make that determination. Third, DAL commanders were not required to authenticate the order, or even to report it to any other command authority. If the order came directly from William Duncan, using specific command phrasing and over specific communications channels pre-approved by him for this express purpose, that was all the authentication the DAL commanders appear to have needed. Fourth, there was no apparent mechanism for rescinding the order; once given, it had to be followed.

Finally, there was no proviso — as there was in other orders — that the CPF and CNC were to be detained and that lethal force should be used if necessary; the order specified that they were to be removed by lethal force, period. Though the true purpose of this specific command was to satisfy William Duncans' personal wish to eliminate this Coup as a threat to his power, the insistence on lethal force could have been rationalized for general — that is, non-DAL — consumption: it could be argued that any attempt to detain CPF and CNC of who did not wish to be detained would fail, except in the event that said CPF and CNC was faced with overwhelming DAL numbers, and even then, such an attempt would likely result in numerous unnecessary DAL casualties. The use of lethal force, in that event, would therefore automatically be considered necessary to preserve the lives of DAL soldiers and officers.

Iniative Order 66

On October 5th, 2009 day 685 of the New World, Order 66 was issued by Supreme Commander William Duncan at the beggining of the election for a new Supreme Commander. The official reason given for its execution was the onset of an attempted CPF and CNC coup against Canada; in reality, it was the culmination of a chain of events orchestrated by William Duncan himself over a period of days, all designed to end the CPF and CNC and to bring about the domination of the DAL. Just days earlier, DAL had passed the Security Act, which gave William Duncan authority to disband the coup.

After finding out about Order 66, CPF and CNC commanders stormed the Supreme Chancellor's office, intent on arresting William Duncan, who had been revealed to them as the elusive DAL Lord Darth Anime Avatar Guy by Derek Harland. Few members were quickly cut down by Anime Avatar Guy, but JB was able to hold him off and eventually disarm him. Harland then arrived to find the Supreme Chancellor, looking defeated, attempting to surrender in exchange for his life. When it became evident that JB was going to kill Anime Avatar Guy, Harland intervened, which gave the DAL Lord the opportunity to destroy the Commander JB. JB's "assassination attempt" provided the Supreme Commander with the excuse he needed to have Order 66 carried out.

Harland, for his part, was in a state of shock and confusion. Anime Avatar Guy, now scarred from the "attempt on his life," took advantage of young Harland's emotional distress and pressured him to turn to the Dark side of the Force. Unsure what to do, feeling he could never be forgiven for what he had done, the possibility of a presaged demise, Harland complied and was "knighted" by Anime Avatar Guy as his new apprentice, Darth Hockey Meets Wall, Lord of the DAL. Hockey would have an important role to play in carrying out his new master's plan.
