New Resistance war module

Starting now, being a resistance hero has become much easier. You and other 9 citizens can support (with 1000 local currency) a resistance war and, if you liberate the region, all of you will receive the resistance hero achievement!

This is a blessing from god 9 people and 1,000 dollars. We could have a rebellion in every occupied territory in the world. We should take advantage of this. Resistance wars are the key to winning this war and this will help us a lot.
