Why is it level 20 or over only? Why the exclusion of new players?
The picture of those under level 20 is not a pretty sight. It seems to be the basic qualification level for keeping going. We also very rarely spot new citizens who stick around long enough to be noticed by anyone and thus helped. Perhaps the existing new citizens message, which isn't bad (I saw no need to change it) can be reviewed by the next CP and proposed for a vote with some punch and useful stuff in the first few lines to grab the interest of new players.

Sent o/ I've put a link into the article to show the evidence that was used to decide on the level 20 cap, primarily it's to ensure a player plays the game for 2 or 3 days/times before we commit resources to their development. I'm aware of the push back on this level of pragmatism based on the overall games low retention rate of new players however it does feel prudent. On reviewing this data if you think the approach is too risk averse and we should provide new log-ins rewards before they have had a chance to experience all the games basic mechanics and make at least a modest amount of commitment to their own progress during their "young player" phase. I'll reassess my thoughts here.

I do think it is too risk averse. We can afford to lose a bit of food and guns on players who might quit (albeit those commenting are less likely to quit) just as well as we can afford to throw food and guns at people who do not need it!
I'm starting to feel like it might be too risk adverse... I've been watching padron miguel with interest as he is close to level 20. Now with increased interest to see if he progresses from level 15 after your donation. He should be to level 20 on his next time here with not too much effort especially with the supplies you've provided o/
