Government Structure - Part 1

The Government of the eUK is based on three main bodies – the House of Commons (a system already in built in to the game – congress), the House of Lords (our own, forum made, upper house) and the Country President (CP).

Both the CP and the HoC is elected directly by the population of the UK. The elections for all positions (CP, HoC and Party Presidents, see below) are held on the same day each month – CP the 5th, Party President 15th and HoC 25th.

President/Prime Minister/CP

Our current Prime Minister is Malta_1990.

Although there some things only a CP can do, he or she has very little real power over the legislative arm of the government. HoC in conjunction with the HoL passes legislation.

The Prime Minister can veto three times per term, but not on consecutive bills and if it is vetoed, it goes directly back into the House of Commons who may simply revote and, provided HoL agrees, the CP can not stop it again (if consecutive).

In terms of discussion and legislation, the position is largely as a figurehead, and of course as the leader of our country internationally – obviously the strength of this position is only as effective as the strength of the character of the individual.

The Prime Minister appoints his cabinet (see future releases for details on each) at the start of every term as CP. The cabinet fulfils most of the daily functions required to create a working government and country. Each minister has a different set of responsibilities and some have certain power over procedure (see future releases).

However, it is in-game (off forum) where the CP holds his true power and role. Only a CP can propose war, peace, trade embargos and sound a retreat from an attack during a battle. It is these roles that are inbuilt and binding; legal.

I have bolded “proposed” as congress must still vote on those matters except for the retreat.

The Prime Minister also holds a seat on the War Council. The council is made up of a number of Ministers (Defence, Foreign Affairs and Finance) as well the CP, Commanding Officers of the reserves and paratroopers, head of MI-6 and three appointed officers from the armed forces. It makes all the decisions with regards to troop movement, organisation and discusses all military issues in secret. However, it can not declare war without HoC approval, which, again, can only be proposed by the CP.

Only congress may impeach the CP but need a 66% majority to do so.

House of Commons

This body is comprised of elected congressmen. We have 12 regions in the UK and each is allowed three congressmen with four wildcards. These are extra congressmen that simply increase the number of congressmen for nations with fewer regions.

In game votes are done here and include proposal for war, peace, trade embargo, change in taxes, minimum wage, MPPs, donations out of the treasury, changes to the citizen message, buying constructions (hospitals and defence systems) and changes to the citizen fee (every new player receives this fee from the treasury, the amount can be altered).

Forum votes concerning actual laws (powers of the military, role of the NHS and ministries etc.) are done there in the House of Commons. There is a procedure to these laws.

Any legislation that is non-sensitive (foreign relations and certain economic issues) is discussed on public first for a minimum of 48 hours. This is then moved up to the HoC where it is discussed for a further 48 hours after which it is voted upon and, if passed, moved up to the HoL. There it is discussed for 24 hours after which a vote is taken. If it passes it is law, if not it returns to the HoC. The HoC may return it again to the HoL unchanged and they may again reject it, it will return again, however, the Lords have no more vetos over that same bill. If it passes the commons for the third time, it becomes law.

If it is deemed that legislation needs to be passed quickly, discussions in the HoC can be limited to 24 hours.

House of Lords

Procedure for their voting is covered above as a part of the HoC and CP analysis. Appointment, however, is very different. It is the only legislative branch of our government that is not elected by the people. However, lords are appointed by the unanimous vote of our 5 top Party Presidents who are elected by citizens.

There were a number of reasons to create an upper house. Firstly, to monitor the legislation that passed out of the commons. It was also a place where experienced players who no longer had the time to commit themselves to the full workings of the government, could still take part. They are a body that is supposed to the explicitly unpartisan and unbiased, obviously, however, this is difficult to enforce.

N.B. - Small party representatives. As the game only allows the top 5 parties by membership to be able to field congressional (or CP) candidates, our government passed the Small Party Rights Act. It allowed those parties (not in the top 5) that have significant in-game membership to have a voice in our forum HoC (the calculation as to how many they get can be found on the forums in the Government Policy section).

However, it is being discussed whether it should be repealed. The reason for this is that the top 5 parties are not guaranteed any congressional members while the small parties, via this act, are. I shall update you on whether it is repealed or not, it will go up for a vote in the coming days.
