Friends, Filipinos, Fellowmen. Mabuhay!

In this New World, we need a New Philippines. This is the main purpose of the efforts we expend with myself in the fore. As we tend to see the forest, we also look at the trees. However, as we venture into this new era of unity, stability, and progress, we are not deprived of trials and difficulties. This Christmas season, let us give our noble people the gift of good administration.

1. Armed Forces Reorganization
I propose the restoration of the Armed Forces of the Philippines, a union of Filipino military units coordinating daily orders, supplies, leadership, among others. Before, it was composed of only two military units. During the Age of R, it was composed of five. Still, it had not encompassed all military units in the country and molded them into one national force. Please do contact the president if you see the good will and rationale of this proposal. Otherwise, I would take the initiative to contact all available military unit commanders for this venture. Ours is a small country, and cooperation is key.

2. Financial restructuring
We have coordinated with the current Minister of Finance to provide for our proposed budget. Despite our presentation of a detailed budget, the Ministry of Finance had not yet provided a budget. At any rate, our president has taken great sacrifice to at least get some things going.

Average wages went up by two (2) pesos in the past week, and our treasury gained some 5,000 pesos during the same time period. Besides these primary economic indicators, the following tracks progress in our initial proposals.

a) Revitalized Supply Program (RSP):
Our target is to provide for 100 citizens. It is estimated that it would be operational with a budget of at least 30,000 pesos. However, studies are being conducted to see that all Filipino citizens those below Level 30 be provided by the supplies, while keeping the operational costs to a minimum. Besides, our citizens would need any aid they can get when battles occur in our core regions in the near future. If any of you within the said conditions apply, do send the president a message.



b) Philippine Associated Suppliers Cooperative (PASCO):
To make the Filipino market competitive and help our economy going, PASCO is primarily intended to encourage our citizens to buy Filipino. It is estimated that it would jumpstart with a budget of at least 6,000 pesos. Nevertheless, despite the lack of any budget, there have been some improvements towards the purposes of PASCO. For instance, when we began Q1 weapon prices are higher by 67%. Today, it is only higher by 10%. Q4 weapon prices are higher by 176% at the initial stage, but now it is only higher by 113%. Finally, from being higher by 67% before, Q7 weapon prices are now lower by 4%. Of course, there is much work to be done, but at least we have a good start.

c) Government compensation
To create incentives for our officials in their work, it is proposed to provide a small compensation for each of them. The estimated budget for this program is at least 12,000 pesos. However, if extraordinary measures permit and no funds arrive in the following days, we can write this proposal off as part of austerity. I would only hope that we can motivate our officials enough so they would not require incentives to work their best, because you can always expect the best from your humble president.

d) Contingency fund
Emergency situations would require quick provision of necessary resources. It is proposed that the fund be at least 12,000 pesos. Nevertheless, the president would have to rely to other fund sources, such as charitable foundations, to provide for disasters or calamities. That is, given that no resources come soon.

All in all, the proposed budget for this term is 60,000 pesos. It is only a small sacrifice to restructure our financial standing. To put into context, the Treasury currently holds more than 460,000 pesos. We need to invest on our people for they are our greatest resource. I hope the dictatorial government would heed to my call for reforms.

3. Building our foundations
Again, we intend not to create a new order, but to build upon what has been achieved thus far. In order to unleash the hidden potential of our people, we would be involved in education, especially with young citizens below Level 30. We would also be involved in instilling values and traditions we have long kept. Lastly, we would introduce new and innovative ideas. I propose to form the initiative program called "Sandigan" which would primarily be a consultative and implementing body composed of non-government citizens in direct contact with the government. This is expected to boost coordination, cooperation, communication, and ultimately build our foundations.

As the 51st president, I was unable to release the energies of our people through the means of initiative. Now that I am the 91st president, I would like to exceed what I have done in the past, and make our nation great. If you qualify for Sandigan, please send the president a message.

We have a good start, but the road to greatness is arduous. Our vision is clear, we just need to act upon it. Not all may agree with my strategy, but I hope in my heart that we would all work for the betterment of the country. We do not plan for planning's sake, but we plan in order to prepare for success in the future.
