[President SORA] The Age of R as our foundation

Al Raposas fourth (eighth) State of the Republic Address

Filipinos and foreigners alike, greetings.

Now that I have had finished two terms, I hope that you see that the Age of R must be seen as a foundation of this country. Results may be seen quickly, especially when quick results had the tendency to become quick failures. Still, whenever there is a strong foundation, solid results will follow.



A few days after the restoration of Congress, aleksandarfeit of PKP (Partido Komunista ng Pilipinas) proposed my impeachment for President. Accidentally, my mom saw this law proposal and we boiled down into this conversation (of course, this is Tagalog but I translated it instead to English):

mom: Oh, are you not President of the Philippines there?
me: Yes. Why?
mom: So, you're the one being impeached?
me: Yes. Why?
mom: What on earth is that? I mean, you even do that more than you do reviewing for exams. Then, all your hard work will just go down to impeachment? Is that the way they thank you for serving these people?
me: Public service also has room for critic anyway.
mom: Yeah, right. Talk to the candy . Just do your papers, but let me see first your dad's photos in Facebook.

Well, I decided not to vote in the proposal anyway. If the people is not satisfied with my work, then I would let it be. The vote then was at 15-7 (68😵. However, shortly before I log off, I saw one vote NO. The vote finished at 15-8 (65😵. The required vote was 66%. I thanked God that night for preserving me in this position, and this fueled me to run for a third term this September 5.

I would like to thank PKP and LAKAN-KBP for expressing their support to my candidacy. For the other parties, please support me also if you do think that I am fit to continue as chief executive of this emerging country. (Take note, I'm pleading here, not requiring, so there's no room for critic on this sentence.)



Just yesterday, Indonesia had signed a non-aggression pact with Pakistan which will last for the next two months. Once again, our nation is split into half by two countries, that is, between Pakistan and Indonesia. Last time, this country was split between China and Indonesia. I began to talk with the governments of these countries and their apparent successors so as to secure at least one region for the Philippines to have Congress. It is likely that China will hold on to Visayas and thus, it cannot be released. Besides, China also declared that they will not have any more jurisdiction in the other three regions.

By looking at the map alone, you can see that our country is a very strategic country. Besides from Japan and Russia, our country is the only gateway of the Americas to this side of Asia. We may not have regions, but the existing Philippine government is doing its best to safeguard our national interests, as well as the security of the whole region. It may be safe to say that in this game, we are playing as a bench player for the betterment of all. Besides, Pakistan already depleted our shield so without, at least, diplomatic relations with our neighbors, any of our regions can be target to an airstrike. Remember that there is still a world war going on and the Philippines is indeed a vital part in preserving peace and security in this side of Asia.

Despite this, expect that if I would be elected once more, I will work upon our having another Congress next month.



Now, this rising problem that we still have to circumvent is our low level of population. In my last SORA, our population stood at 273. Today, it had made a moderate growth to 286. That is 12% growth in the past two weeks. We rose from rank 66 then to rank 63 now.

Now that we have Congress, this number is still expected to grow, but only on moderate rates. Reaching the 300 level and maintaining it could be our immediate goal for the following month. However, each of our citizens should still work to have at least one invited citizen and help him or her grow in the game. You will have gold rewards and our country will have additional manpower. I mean, what are regions if we cannot defend it, especially now that our shield is no more?



One Cabinet member recently accused me of being greedy of the government's money. First of all, I would like to inform the people that since all the donation laws are rejected in the past week, the government had no money to spare. Unlike last month also, we got no loan from any of our remaining allies in NaN to keep the government from a funding shutdown.

One more thing, the people may remember my expose of the administration's greed during the height of the PTO months. More than 500 gold and 300,000 pesos disappeared and I am one of the most ardent leaders that fought this rampant corruption of foreign domination over the Philippines. If I were correct, my rival agent of chaos was allied to the administration officials during that time. I think he was Minister of Foreign Affairs or something, correct me if I'm wrong.

Now, I will show you my budget proposal for the last two weeks of this term. This may have took place if a donation law was approved anytime the past week.

The work tax in the country now stands at 3%, while the original was 10%, when the work tax system was applied by Plato in Day 2089. Now, I plan for the government to compensate 7 of the 10 percent points in the original work tax rate. So, for example, if the work tax stands at 1 PHP, we will give back 0.7 PHP.

This is just an example but with the help of the Ministry of Finance, I have drawn up a fixed rate which will compensate work tax for one food and one weapons factory for each citizen. That is, work tax compensation for two factories only. Those that will be covered will be the citizens that worked in the Philippines since Day 2089, because the work tax compensation covers all 18 days duration before the approval of its reduction to 3%. Application for compensation is supposed to run for a week, and the proposed budget for all of these was 4,500 PHP.

The Ministry of Defense had privately expended for the supply program to work in the first two weeks of this term. They cannot handle it all, however, so I planned to compensate their expenditure for the first two weeks, and fund the program for the last two weeks. This amounts to 1,400 PHP. Supplies are also proposed to be split among the President, Minister and Vice Minister of Defense to ensure more efficient provision of the supply program.

Last month, when Pakistan was still a member of NaN, their government is good enough to give us 3,000 PHP loan with zero interest, even though I proposed it to have 2% interest when not paid as soon as we gain Congress. As a man of my word, I planned to pay back Pakistan with interest. That is 3,060 PHP. That way, I believe that we will have a headway in building better relations with Pakistan.

Each minister will be given a salary of 100 PHP per week, and a vice minister 50 PHP per week. Only four ministries are filled in, so it will cost 2,400 PHP. Lastly, as I said in my last SORA for July, I contributed 2,500 PHP of the 6,500 PHP budget of the government at that time. In order to compensate for my loss, I put in 1,640 PHP in the proposed budget. That is roughly 2/3 of my real expenditure, but who cares if the President loses money? People only care when they are losing money anyway.

Overall total stood at 13,000 PHP. I proposed the 7,000 PHP to be kept in reserve of the Bank of Philippines. With the donation law of 20,000 PHP rejected, none of these took effect. Thanks, congressmen of the opposition. I think I said enough.



As of the moment, Day 2112, the treasury now stand at around 46,000 PHP. A full 1,800 PHP rise from Day 2097 (around 4% increase). This was done with zero region. As seen from the past month, our financial standing is expected to grow by 6% every week without any region. Even with the new work taxes enforced by Plato in effect, it is not expected that this figure will change since no jobs can be provided locally once more after the fall of Mindanao. Predicting with these figures, we can now see some 3-4% growth only every week in our financial standing, with it punching only through the 50,000 level in the next two weeks.
