[MoE] New Citizen Message

Beste Burgers van eNederland,
In verband met de huidige discussies rond het nut van ons forum, zal ik het debat wat ik daar gestart heb ook in de vorm van een artikel brengen om meer spelers te bereiken. Ik nodig je uit om mee te denken, en je mening achter te laten in de comments!
Zoals jullie misschien weten sturen we een welkomstbericht naar iedere nieuwe burger die in eNederland arriveert. Doordat we lang een dictator hebben gehad konden we dit bericht niet meer bijwerken, en hebben we een systeem gecreëerd met twee berichten:
Het eerste bericht is de oude geautomatiseerde, en word verstuurd door een in-game mechanisme. Hij kan hier gevonden worden.
Het tweede bericht wordt handmatig verstuurd door de Minister van Onderwijs (dat ben ik
De nieuwe burgers registreer ik dan hier (daar houd ik ook de algemene activiteit van eNederland bij en vergelijk ik het met een ander land).
Het eerste bericht is verschrikkelijk gedateerd, dus die ga ik sowieso vernieuwen. Maar dit is een mooie mogelijkheid om het hele systeem te evalueren en aan te passen. De makkelijkste manier zou één bericht zijn, dat automatisch door het in-game mechanisme word verstuurt. Het nadeel daarvan is dat ik de nieuwe spelers niet meer kan registreren, en er geen conversatie word gestart, wat wel het geval is als ik (of een andere toekomstige Minister) een handmatig bericht stuur.
Dus, meningen hierover? What voor dingen moeten er in het nieuwe bericht komen, en wat voor systeem zou het beste werken?

Dear Citizens of the eNetherlands,
Due to the current discussions concerning the forum, I will post the debate I started on the forum also in article format here, in the hope to reach more players. I invite you to participate in the debate, and voice your oppinion in the comments below!
As you might know we send a welcome message to every new citizen that arrives in our magnificent country. Due to the dictatorship the old one couldn't be updated and we created a system with 2 messages.
The first one is the old automated one, and is send by the in-game mechanism, it can be found here.
The second one is sent by the Minister of Education manually (that's me
The place where I register them can be found here (I also added a section with general activity of eNL and a comparison with a similar country)
Now the first message is horribly outdated, so I'd like to update it anyhow. But it would be nice to take the opportunity to review the whole system. The easiest way would be to only use the automated in-game mechanic and stuff everything in that message. The downside of that is that I can't register the new citizen, and it doesn't start a conversation, which is the case when I (or any future MoE) send the message manually.
So any opinions on this? Or in general what kind of stuff should be added/removed from the message(s)?

Nice insight in how one of our ministries is doing its tasks! Especially the google documents (about new citizens and their current status) are very helpful.
As I said before, many things are sadly outdated. Especially the articles several of our citizens once made on eRepublik. With the lack of new citizens it might not be worth it to spend much time on updating them. Better to make use of short & brief (updated) messages, both by the 'President' (automatic) & Minister of Recruitment/Coaching personally, with only the most essential things. But it's also important to latch onto new citizens by friendly interacting with them. DAF is the ideal vehicle to serve for that, but certainly some things there need to be changed for it to happen.
I know not everyone likes Discord but a link to it would help as well. Not to really do anything important (that should be limited to in-game as much as possible). But a society welcoming new people in a friendly chat might increase chances of a player staying for a while longer.
imo MoE/MoHA should continue sending PMs, starting a conversation is crucial as new players don't know how to play the game without wrecking their profiles.
About the content of the message (haven't looked at it yet) it should contain how to spend your money, who to approach for questions, where they can join the community for conversation and what to focus on in early-game.
Ingame pm-treads with all citizens, that way we can help eachother, share news, poll ideas etc.
