Dear fellow citizens,
As promised earlier I would announce a groundbreaking domestic policy. We have always been a very wealthy nation in this game. During V1 we were hardworking and industrious, managing many state companies for profit, especially through the sale of Q5 hospitals and defense systems. We even loaned Serbia and Hungary up to 500g (which was a massive amount back then) for the amazing battles in Hello Kitty and Lion King. We have held on to our wealth in the later years through a change in financial policy where we saved up a majority of our income.
Due to the mindset that we need to keep a large monetary buffer many government subsidy programs have died down. On the other hand, many see little problem in very large occasional spending. I want to reverse this ideology, and prioritize a steady improvement of all our citizens over incidental large expenses that are primarily to benefit only a portion of the country or our allies, for example when we invade Norway to retaliate for attacks on the UK.
Sticking to the K.I.S.S. principle, I want to abolish all complicated subsidy programs and install a single program where every NL citizen receives a weekly amount of currency. The single requirement will be to sign in twice a week to prove you are somewhat active. The currency can be spent in any way one pleases, because there is nobody that knows better than you what it is you want or need. The obvious benefits are a boost to our local economy as players will be able to buy or produce more goods than before, which in turns aids in player retention.
I think it’s important to crack down on the perceived downsides some of you may bring up to unnecessarily scare some others in the reading audience.

The first is that this would be a threat to our fiscal solidity and it may jeopardize our future wars. Indeed we would add less to our treasury, which is in my estimation about 30-40% of that of the eUSA, a top 10 country and financially one of the soundest and most stable (how different a game can be from reality eh). So why would we add more to our treasury? To not use it? To throw away over 100.000 currency in a war against Norway from which we get little benefits? We should never value that above the day-to-day wellbeing of our citizens. It requires us to better evaluate our strategies, to maybe refrain from biting off more than we can chew and compensating it later on with our massive monetary reserves. And let’s be honest, not even our entire treasury can buy long-term independence from Poland.
The efficiency of free money programs is very high with extensive proof in the real world. For an easy to read article about it, click here. Not only the efficiency matters for us in the virtual environment, but also the way it improves the joy our citizens have in this game, which is ultimately of great influence on their opinion of the game and thus if they keep playing and if they would possibly invite others to it. Yes, that is based on speculation, but sometimes you need to man up and take a chance. And if it doesn’t help in retention or recruitment, it’s still a great program to distribute wealth evenly across all citizens.

I'm getting the impression this is what it revolves around. The current help for homeless and poor programs in RL have this problem. On the other hand eRep is relatively simple, and we do know that people need to upgrade their training grounds. If they do that early, they will automatically become quite self-sufficient.
And that is something that requires big investments at once, instead of many small investments.
The other cornerstone of eRep is fighting. This requires weapons, and the gov can sponsor these for our population. This was done in the attack on Norway, through COs. I think for this aspect you may be right: giving these small amounts of money immediately is probably better.
That gives people the choice to use the money on other things than fighting which are more useful to them.

Oh, some comments on the actual contents of your article:
we haven't held on to our money, our state treasury was robbed a few years back, while you were one of our gov members. So I think you definitely remember.
And whatever your plans are, congress will no longer allow overspending. You get to spend whatever money we earn in this term. Whether you want to give everyone a small amount of money, including those who do not really need it, or do something else, is up to you.
But in my opinion the rich really don't need to be subsidized. We have a program that hands out money, with no strings attached, only requiring forum registration. So that is limited to new players, who are not self-sufficient yet. I agree we could extend the time people can keep requesting money (50 NLG/month) to like a year, instead of the current 3 months.
The other main gov program is the training ground subsidy program (for some reason called training contract program), which is also meant for mainly the young players, who haven't upgraded their training grounds yet. The way it is constructed definitely costs our gov a lot of money.
So basically your proposal is to give the money to our older citizens instead of the new ones. I don't think I agree that that is the right thing to do. And once again: I don't think that the author of the article you cited really agrees with you either.
The robbery was one thing, the overspending the months after were even worse. Back then there was a program introduced where players got food and weapons daily by filling in a form. That made our treasure of millions back then vanish. All our reserves were gone as a result and the currency we had was converted at a very overrated value thinking the gold price back then would rise further after some months of steep rising. As every one knows values don't keep rising. It always fluctuates. And what's even worse; The gold was bought for on average 2.500 cc while on the MM you could buy for 1.000 at the same time....
It has to pass congress indeed. There may be alterations needed for it to pass congress, but I'll try to do it as much as I lined out above. There's no part where I said this will mean overspending, it just means less stupid spending.
We save to overspend on occasions by the way, if anyone has a problem with that he can voice it in the congress debates, not 2 years later in an article comment 😉

This is what happends when you dont have any real allies and throw away your old ones. You have to use alot of CC just to get people to fight for you. That is just another example that Netherland is just pathetic in this game atm.
Lmao, Norway never even fought for us as a 'real' ally. We dont use goldbeasts and a CP that buys his way in with 100g.
I dont really care too much though because I know I can get more support in a day than Norway in it's lifetime.

I agree – apart form our egos; wars that temporally fill our eNations pockets are useless and somewhat costly. I suppose taking a minute part of a real life program and implementing it in our game is possible, however, let’s not forget the K.I.S.S. principle. Nonetheless, good luck with your project, hopefully eNL citizens will be able to benefit from it. By the way, I love the code names “Hello Kitty” and “Lion King”.
