Up until the 19th century, Latin was the official language in Hungary - meaning the language of the governmental offices, not the language the common people used (those were Hungarian and the languages of all the many minorities). Of course there were some people who learned German to get a chance at advancing in the imperial administration or for some other reasons, but the vast majority of the common people did not know German.
Not that this is hugely relevant for the current discussion...

Then again after suppression of the hungarian revolution and freedom fight.(1849)
Till the end of the 19th century (Buda-)Pesth was dominantly German-speaking city. Besides this the official "command language" of common army was German too until the I.WW
So German language was quite widely used in Hungary:
..in education, administration, army, business sector etc.
Of course you're right that the common people not used as much.
And after the WW2 and the Soviet invasion educating of German was almost completely eliminated because by the point of view of soviet comrades it was 'fascist' language.
True, I forgot about the Army which was the biggest school of German language. The reform by Joseph II however didn't succeed though, like many of his reforms.
