[MoF] NEW TAX PLAN

After careful review and consideration I address the country with a new tax plan.
As many of our senior players know the Ministry of Finance is tasked with establishing tax rates and advising the Dail with the best plan for Ireland's best interests. I ask today that our Dail members implement this plan in accordance with the published schedule.
This plan aims to accomplish the following:
--Adjust to our new Work Tax system change
--Maintain or increase our current level of income to fund MPPs
--Grow our Economy
--Equalize the tax burden among our citizens
--Allow room for reactionary adjustments based on income trends
First Phase:
Vote for the current tax proposal - Work Tax to 1%.
Yes, it's technically a rogue proposal as it didn't follow the historically accepted process. However, this will give us a basis for comparison. With Work Tax at 1% we can see what our income level is without it. We'll be testing it with an increase in Work Tax soon...
Second Phase:
Change our Weapons VAT to 15% on August 12th
Weapons VAT is our highest income generator. This is what pays for our MPPs. The treasury income change will be evaluated and compared to our change in domestic weapons market prices relative to international markets. I'm trying to find the right balance there.
Note: Currently ALL Tax Income to the Treasury goes to pay for MPPs.
This money is crucial to our survival as a nation.
Third Phase:
Change our Food VAT to 15% on August 16th
This is a minor change to a minor income source. This change is designed to help our younger players stay fed. It will also, of course, allow us to measure income changes.
Fourth Phase:
Change our Work Tax to 5% on August 20th
Even if we decide we don't like this work tax we need to test it. I am acutely aware of the domestic and international dislike for this new tax. If it doesn't work we'll throw it out.
Fifth Phase:
Adjust, Wash, Rinse, Repeat...
We will make continuing adjustments based on our findings.
I ask that all of you help spread the word about this plan so that we can have full cooperation. I would have liked to rolled this out directly to the Dail but I was left out of this month's threads.
I am sure there will be discussion below. I welcome it and I will take any constructive arguments into consideration for future changes. Please remember that this will be a fluid process, not set in stone.

Thank you for putting serious thought into a new tax structure. I commend the Ministry of Finance for coming up with this new tax structure. All I ever wanted was a re-evaluation, and consideration of new, lower taxes.

It's just a test, we'll readjust once we see what it really does.

I know if the average wage calculation isn't corrected, the "test" will force me to suspend WaM clicks again. If the rate is not minimized, players like me will be forced to move, and young players will not be able to use their first farms.
1% is the only realistic rate to keep in the long term, unless we want to alienate and disenfranchise some citizens.

Good stuff and while 'rogue' proposals can be looked at undermining the values of the democratic structure, there's no doubt that the government were well behind the curve on this one. Accepting Liam's proposal was a fair gesture that evens the slate.

yes they are. they expected congress to wait another 4 to 5 hours ..have a tea.. wait for ibhoy to get back form the pub and then create a 5% tax. rogue or not if liam didnt create that proposal chances are we could have seen a much higher proposal and definitely would have waited a long time. they just cant admit they were a bit slow to react thats all.

test what your current income is 850 iep a day from it or less. A player will pay 28 cent per factory based on our daily average salary of 28.06 or something like that. That means between all of the players we need 3035 factories or +- 15 factories per player.
You with all of the info to your disposal has not published a single figure. I mean you probably have the exact amount but for some stupid reason wants to keep it for yourself. So this is probably will be how it goes:

Appleman, since you agree on lowering the tax to 1% maybe we could expect a financial report too...just to inform the public of the situation of our treasury so far and perphaps another one after the test of this new tax!
This was the idea behind the proposal, to reduce it to minimum levels and then we could test out changes to find an equitable level, which I've said in two or three places. While you could call it a "rogue" proposal, these are exceptional circumstances and we would only be doing what most of the eWorld is doing. Even at 1%, the Treasury is still gaining more income than it did two days ago and we can then fine tune our rates.

we have know idea what's going to happen with these changes in taxes. In a month we should be able to tell (by looking at other countries and our own) what is best for our nation. I assume the plan is open to changes during the time frame as well as it's progression through the rest of your term.

I do have a question on the idiotic new tax we've been inflicted with. If, as it seems, the major nations are dropping their tax on production to 1%, why would we want to penalize those keeping their operations in eIreland by putting ours to 5%?
Before the admin made this change to taxes our income tax was set to 18%.
This update has turned income tax into work tax but the new tax still applies to income the same way as income tax did... therefore reducing work tax to 1% means losing 17% of income tax revenue.
While VAT is apparently the major revenue generator, it's best to consider the effect of losing the 17% and at least investigate our options.
As a rule, we also can't model ourselves after major nations since the dynamics of our own situation are in many ways different than countries with massive populations. For a start our small population means a small tax base... and given that it costs 10,000cc to sign an mpp regardless of your tax base, you can see why tax is a more pressing concern for eIreland than it is for major nations.
The major revenue is MM investing, not VAT.
VAT is a distant second. Income was always a last place contributor to national revenue. I doubt the 1% rate will have much impact on the total.
I was talking in terms of taxes. Appleman has said that tax/VAT pays for our mpps. I can't recall concrete numbers from the MM so I'm left doubting your doubts about the impact of tax.
Regardless, it isn't inconceivable that before writing off a past revenue stream completely, we should have a look at the issues surrounding it. Certainly the impact of the current 18% has been very bad and so we want to get away from that asap.
The silver lining in all of this may be that it will level the playing field between communes and private business in terms of tax burden.
Based on my calculations the increase in weps VAT should offset the reduction in income taxes.
Ian, I can understand that, as a small nation, we have to be focused on our tax base. My problem/point is that it really looks like this tax will push away those who have companies in eIreland. I can't see that being a good thing for our revenue stream.
That is apart from my feelings on the focus of that tax. It's a goose and golden egg kinda thing.

I really don't think anyone is in eIreland because of our economy anyway, but certainly taxing industry to the point where there's no possibility of growth or even break even operation is counter intuitive to generating tax revenue since we'd have no one to tax...
I think the changes outlined here demonstrate an understanding of that. At the same time I think it would be right to be skeptical about the potential for growth in our eIrish economy... under current conditions I really doubt that tax slack would ever build worthwhile waves.
I think experimentation is justified to find a balance between a rate that's both practical for tax payers and optimal for the nation's war chest.
If the that law dosnt pass to put the new tax to 1% I fear for eIreland

Thank you Apple for the plan. Test, test, test. Until the tax rates are put into practice it is only a guess as to what they will do. It could be an educated guess. You finance guys are not stupid but testing really is the way to go.
