neither of us has the final say on an alliance it's true.
but an alliance hq does not stand on protocol, it marches on contribution.
the central MU rule is a qualification to facilitate coordinating dmg.
a gov member holding a solo utility to further manage dmg isn't something soldiers are going to have a problem with.
this was discussed some time ago naturally 🙂

Indeed, a national referendum would be required, I know we have used a variety of thresholds over the years, is the 60% an Adriatica threshold?

(4) The trial member should hold a referendum on joining as a member state. It should get the approval of at least 66% of the votes in order to join.
(5) The trial member should also recieve support of their congress with the approval of 66% of the voting congressmens.
