Not sure you can transfer holding. You need to create a new holding than transfer companies.. Not 100 % but I think that's how it's done

You must open a new holding. Few months ago country gave funds to build the second holding to everyone needed to move factories. Try send a message to Krapis and look if holding project is still running.
