The Fastest War in All of Mexico

It's that time of the year again: war. This time it's war with Mexico. Since there's some questions as to WHY we are going to war, I'll explain what I see as my motivation for supporting the war.
First off, Mexico was apparently invaded by a number of foreigners (supposedly Poles) during this most recent Congressional election, and they totally screwed things up there, thus disrupting our plans for dealing with the Mexican government. Additionally, if any of them are still around, its almost a guarantee that they will try and ally with PEACE, once again putting the world on it's lopsided war schedule. Therefore, in order to prevent foreign nations from interfering in the war, we must strike before any MPPs can be proposed. Third, though it's unsure how far this war will go, there doesn't seem to be any urge to complete subsume Mexico, and we may give back all, or at least some, of the territory we take. Therefore, in order to provide the numerous advantages of warfare to the population without handing PEACE an EXP-fest, I voted for the war with Mexico.
I also voted this morning on the numerous joking, last minute proposals (no to all of them) and I voted yes on the Oil tax in accordance with PANEC. Personally, I'm not sure I agree with the PANEC program, but as of yet, I don't have an alternative, so I'll tentatively support it for now.

Also, I noted that the discussion area for the bill is off limits? I don't need to post there, but I would enjoy reading the discussion.
So we are saving Mexico by waging war against it?
Is this a war the country is actually going to fight? Or is it going to another active war with only battles at the beginning then just stops but the declaration of the war continues? Just like the other 2 wars the U.S. has going right now?!
Don't stop, let's take over Mexico except for one region. This way we can have their resources, but not their political parties. Keep Mexico away from PEACE.

I was assuming he was making a reference to the movie The Watchmen, which is coming out in the US in a couple days. The most famous quote from it is "Who watches the Watchmen?"

The line is from the original Latin, not the movie.
The current plan (hope?) is to take a few regions one at a time to give us plenty of fighting time, not to take all of Mexico. I believe there was an expression that we take the northern portions that don't border the southern portions currently. We may spin them back via resistance wars, or keep one or two.
