Rhane is no longer a member of Congress and was likely just using up the allocation of two proposala provided at the start of each term. I am unsure of the reason for departure, and though I dread this method of proposal exercise (as it was not compliant with Congressional proposal procedure), I would think that would be the likely reasoning behind the proposals. Additionally, members of Congress receive experience points for each proposal they vote on, so it was probably for the experience boost as well.
Hopefully that clarifies what Rhane is doing 🙂, and it should not be a reflection on Congress as we have no specific control over the exercise of in-game proposal mechanics.

I can tell you what Congress is not doing: passing funding legislation for our military. There is a unified budget and an emergency temporary funding bill presented but not enough Congressman have bothered to be involved to get a quorum to vote. Our government is at a standstill, not over ideology butu because of inactivity.
The congress should rather think about a tax-reform...
25% on finished goods is quite low (just check the strong countries they all have 70-80%+)
Raw materials are another question, but wood, grain and oil can be found within the States, so 30% is also vey low.
Protectionism.
Its not nice, but useful for the economy.
