James Winter the "criminal states" in the game are the Asteria states who run hundreds of multies and spread scripts that make anti-Asteria players fight against their countries. These are all illegal things so these people, your "friends" are ingame criminals, who don't care about anybody except themselves. You have chosen them and ended up accordingly.
