UKPP is dead on average but UKRP, WRP and BDP are doing a great job of getting high percentages of their members voting. TUP has absolutely crashed in support.
Things like party feed/PMs are especially good for small parties but these become unwieldy for larger ones so newspaper articles become much better. This is how many articles the new Congressman of each party have produced in the last month:

We can see here that UKRP are doing everything right at the moment and I don't doubt that they will do a great job of getting their policies through, which at the moment means Dictator Legislation.
BDP and WRP are small enough to rely on PMs; WRP is getting some news out there while BDP is Don Dapper's one man band at the moment. ESO only have one Congressman so those 6 articles are all CheetahCurtis' good effort.
TUP are focusing efforts into an unusually private and elitist PM and Forum system with new members strictly vetted by the party elite. This isn't getting the word out to people who actually vote in the game and I'm going to guess that some players with influence in the PM system are even ineligible or too inactive to vote.
Congressman Quality
I've rated every Congressman, giving points for Articles Written (1 per article), Congress Accountability (1 per article including presentation/manifesto) and Tankability (1 per 10,000 Strength over Divisionx2x10,000).
It's a crude measurement and I'd like to improve this for next month, Government Positions and Q7 Companies Operated would be nice things to include to hit all flavours of player. It isn't my fault that these Congressmen are not talking about these things in a manifesto though so don't get pissed off if I missed your MoD/MoE copy/paste work this month.
I'd also like a better estimation of "Tank" status, I know a linear formula isn't good enough so I want to know the strength boundaries to be considered "Tank" in each division. I kind of went off myself as an average bottom rank tank considering I do max training.
The average rating Congress achieved was 2.6, here is my list:

perilouspanther, FightAndProduce and Rory Winterbourne II stand out as good candidates. Baron Chris seem like poor choice but see Mad Pauly's extra point in the comments below. UKPP got an average score of 3.1 which was the highest, this party is more focused on strong tanks.

Lord of Bones, Sir Humphrey Appleby and Sambo223 are the good candidates here. certacito and Massacar the poor ones. UKRP was not far behind UKPP with an average of 2.9, however this party is more focused on article writing.
With UKRP's better vote turnout, I would struggle to decide if UKPP or UKRP won this election. Solid work guys.

Mr Woldy and Aaron Mark Daniels are WRP's good candidates. Aleksandar.V Popovic and Mitzuno the bad. The quality in WRP was a little less than UKPP and UKRP with an average of 2.7 with one less high quality candidate than the others.

How can the biggest party come 4th in quality as well as 3rd in votes? We know that the votes are low because of over reliance on private elite PMs, is it so surprising that this also produces lazy candidates who are likely getting there by playing politics in secret while neglecting the actual game?
Karacticus seems decent but Madelina de Melrose, Deepfryedmarsbar, Rathena Gelc and Rodney Mckay are just awful. The average was 1.9, significantly below the other established parties.
Fixing TUP
The curious thing is that TUP had three much better candidates further down the list who didn't get voted in:

Leave me and my own views/bias aside for a second, this isn't just about me. jamesw was the best candidate in TUP and was put below where he would likely be elected, dougal4chaos is at least average and deserved to be higher than some of the others.
Am I terribly biased pro myself? I'm not a hypocrite and if I'm going to write this article calling out lazy and bad Congressmen, you bet I've spent a month attempting to lead by example and show what a Congressman should do.
You can't deny that I wrote a lot of articles (11 points), have modest Strength (2 points) and wrote Congress Updates and Manifestos (5 points).
The leadership of TUP need to take a long hard look at themselves and why they are doing so poorly. The average PP, Paul Tyndale, resigning in favour of jamesw and/or Karacticus would be a start. Putting yourself in spot #1 as PP is inexcusable, especially when not even publishing your own articles outside the PP race. He should be in spot #9 so that he takes responsibility for the seat losses first.

So this party is mainly just Bruce Wayne AKA Don Dapper, he is actually a good candidate and should be in Congress. Unfortunately the rest of his party are rubbish. I suppose you can give them a break for being new but it was the same story with his previous party New Era when I was a member. An average of 1.3, the worst in the UK.
Fixing BDP
Really I think that BDP type players should integrate into other parties, former New Era members Hollenboer and Aultman are in TUP for example. This is how you save PCP/ESO guys.
You'll remove the giant bullying target a small party with some odd views and some poor social skills can create. You'll also make better use of a group of players with unique skills, who could flourish with a little more support.
The problem is parties not accepting these players because of grudge holding and political bullying. If you have nothing to say or contribute, you can abuse the guys everyone else are abusing and suddenly you are useful and people listen to you.
I firmly believe that some of the extreme/negative reactions from myself, Don Dapper and BigAnt would have been avoided if we were not routinely used as political punching bags and had our good contributions ignored or spat at.

Well, the average of this is 8 but it is only one guy so that is a little skewed. Full credit to CheetahCurtis though, he has done an outstanding job and deserves his place in Congress. Thank you to UKPP for running him.

In order of my rankings explained in the article, with Paul at the bottom to take responsibility as PP for losing seats. I'm in 9th as an outsider; a reasonable message to me would have been "You've had a decent month as Congressman, use your media skills to make this election a success and earn your seat and place in the party".
I also had two articles in the media top 5 on election day. There could have been official party content in the Manifesto and real information in the Congress List.
Ignoring me caused a lost opportunity for advertising there, instead replying on a poor effort from Karacticus which never made it from page 2 of the media.
Only BDP had worse advertising on election day, every other party made an effort and had at least a properly written congress list out.

Yeah I don't agree with that policy and obviously we have had run ins in the past, but no grudges here. UKRP is doing a very good job right now and you are at the very least an above average congressman!

Your comment about the "elitist" message thread in TUP is not accurate - ALMOST everyone is included. Those known to be trolls, flamers and PTOers are not. They have to earn their way back in.

You did well, and you've produced some good articles. The problem with TUP is that there was so much s*** thrown at those who had tons of experience and knowledge, that they finally upped and left the eUK. Which is probably one of the major reasons the eUK is in such a bad state. Blame the trolls and flamers.
Which I suppose means me. You'll notice that both TUP and "New Era" are the problem parties here, we wrecked each other. The other side of it is the flames and harassment we got from TUP causing our quits, notably Invalidation's stalking (wasn't just us either).
What you'll miss is the time I was in TUP before that, joining in with your first MU Camelot and PTOing Ireland together. Or before that when my party RFA worked with TUP on shared policies like getting rid of House of Lords.
I'm not sure what went wrong, I suppose TUP picked up players who didn't like me from UKRP and TUP became the establishment originally we rebelled against together. Then my methods got more pragmatic and less acceptable to you guys?

Again, totally true.
Love your way of rating candidates... so by your reckoning, spewing a load of bull in articles is more important than actually discussing things behind the scenes and trying to get things done. Moreover, some of us are trying *not* to fight due to being too close to becoming a poor D2 fighter. 2/10 could do better.
If you don't include the majority of players in what you are doing, you are not contributing to the activity of the community. If media is boring then people leave the game.
If you don't tell anyone what you are doing or trying to do, we have no way of assessing if you are any good or not. For all we know you didn't do a thing.
This is why the game has a "presentation" line when you sign up for congress to stick an article of what you did in.
You could be a victim of my poor strength rating as explained in the article, if 6k is good for D1 then I apologise. I was only rating 20k+ for D1.
The media is being dominated by your bought vote articles. Perhaps if you shut up for a moment and let others have a say, we'd be more likely to bring out articles since we'd have more of a chance of making the top 5.
It was pointless for the majority of the last session to bring out any congressional articles, since congress had no teeth under the MEK dictatorship. Only toward the very end did that change, and real life sometimes has a habit of getting in the way.
Few make any good use of the presentation part of the congressional sign-up. My previous activity in former congressional terms speak as much as any article I might have wanted to produce. Unlike many in congress, I was actually active.
6k isn't a good strength for D1, which was my point. It's the precise reason I'm trying not to fight (though during the first battle of the MEK takeover I was second only to Luke Braferd in D1 damage).
Nobody said you didn't fight. I said you wasn't a tank, therefore you can;t say you aren't writing articles because you are a military expert/professional fighter and contributing that way (like some can).
I put hours of effort into most of my articles, I expect 2 days of visibility in return. It's advertising. A good chunk in the last month were the ONLY source of Congress information to the outside, I think it's needed.
Most didn't use the presentation and 38% had nothing/little else to make up for it, including you. Not singling you out.
Here is your chance, how were you active in Congress?
More than many, less than a few. I was an active member of Wayne's Cabal during its brief life. I argued for the dictatorship and fought against BA's ill-considered revolution. I pointed out that the 3% tax rate was too high, leading to people leaving the country before the MEK takeover. Pointed out that BDP were unlikely to get top 5 (hey, we can all be wrong sometimes) since at the time they were 17 members shy of a top 5 position. Their growth has been somewhat incredible. Voted for most MPPs proposed, since at the time we had what we believed to be a good stack. Proposed that NFM not be given citizenship after his application. Pointed out that the Banana Alliance was a joke and that we should extract ourselves from it. Warned against a possible MTO threat coming via NFM (who was one of the original members of the MEK MU). First person to shout on the MEK coup, tried to help the relatively inexperienced MoD in IRC during the battles, feeding them information from the MEK IRC channel. Advised on a potential ATO attempt of New Era by MEK.
That enough for you? Some of us don't have "hours" to put into writing articles in an attempt to justify our position.

I think your process of rating candidates is somewhat flawed. When it comes to congress I feel that the most important attributes are activity, having a good knowledge of the game mechanics and recent events in the eUK, communication with the rest of congress, their party and the eUK as a whole.

Maybe rate each congressman out of 10 in 4 seperate areas, and then do an average score over the categories and rank them by that. Judging on activity in congress discussion, as well as the intelligence and knowledge displayed

I'd not factor strength into the congressman rating, in congress strength is an irrelevance and it grades newer accounts unfairly.
I quite like Adastros' suggested method, if you can successfully be impartial about it. But rather than dougal's traitor penalty, it should just have gali get a penalty of roughly 500 points on the grounds "is gali" instead.
Also knock points off for complaining about memes and gifs. Can't have congress thinking what they do is actually serious business, gotta have dem memes/gifs.
