I have got two of them , but how can I use them to do the actual switch from one holding to another.

First things first, I think you should wait until resource wars is over, so you know exactly which resources are in which region. Then, you open a new holding in a new city, and when moving your companies, you can use those tokens.

Well, I have created a brand new holding in kentucky, but I still can't use it.

Afaik token will work after the event.

For manager work You need same residency as place of holding.
Residance change /afaik) works only from Residence page/City search
