For those who wish to understand how Congress works you may read the Official Constitution and Code of the eUS here. The many objections I have to this Constitution begins on line 4 which reads, '1. Congress shall organize itself as it sees fit.' That one statement virtually allows Congress and those within the power group that currently rules Congress to do as they please and should be removed from the Constitution.
A little further down you come to the method by which Congress passes Laws and Constitutional Amendments.
'1.1: Quorum
1.11: Definition of a Quorum
A Quorum, the minimum number of votes necessary for any measure to become law whether those votes are “yes” votes, “no” votes, or abstentions.
1.12: Requirement for Quorum to have been deemed reached
Quorum size shall be based on a weekly sign-in thread on the forum. If the number of sign-ins is odd, then quorum is half that number rounded up to the nearest integer. If the number of sign-ins is even, then quorum is half that number plus 1.
1.2 Proposals, Votes, and Laws
1.21 Proposals
Before a proposal can be made, a member of Congress (hereafter "member") must pose the subject for discussion and allow 24 hours to pass. The SOH or DSoH may waive this requirement if necessary. Ten members must approve an identically worded proposal for it to come to a vote.
1.22 Voting
Voting on proposals will last 24 hours but may be extended for up to 72 hours by the SOH or DSoH at their discretion. All members may vote. Only votes in the form of "yes" "no" or "abstain" will be counted. Proposals that require a 2/3rd majority in game to execute or Amendments to the Constitution will require a 2/3rd majority to pass. Any member may start a voting thread for a proposal after it reaches 10 approvals. A member may change his or her vote at any time before the voting period ends.
1.23 Becoming Law
If a quorum of votes are cast (see 1.1 "Quorum"), and the required number of votes cast approve, the proposal becomes law. Proposals amending the constitution require affirmative votes that meet or exceed 2/3 of the weekly sign-in thread for the week. The final tally shall be performed by the SoH or a DSoH, who shall announce the final results.'
These are the changes I will be supporting in the current Congressional Session.

Okay, starting at the top.
Why are Abstentions, which are non-votes, being counted toward quorum?
When was the last time Congress had a weekly sign-in thread?
In game votes last 24 hours period. I, therefore, believe any votes in Congress should reflect that 'game mechanic' and extensions to a vote should not be granted.
In the game, a citizen may NOT change their votes once cast, again Congress should reflect that 'game mechanic' and a Congress Member should NOT be able to change their vote.
Where is it stated in the Constitution that 'plurality voting' shall be used?

IMHO, the line 'If a quorum of votes is cast (see 1.1 "Quorum"), and the required number of votes cast approve, the proposal becomes law.' clearly, states that if the required number of votes approve it becomes a law. It does not say some votes shall be considered a percentage of a vote. My belief is that if the quorum is met and the proposal passes by even a single vote it has passed. IMHO, 'plurality voting' is this Congress' version of the 1787 Constitutional compromise known as the Three-Fifths Compromise which basically states that some votes will only count as 3/5 of a vote. That compromise was clearly racist back then and it clearly tilts the table in favor of those in power.
Therefore I will be encouraging the SFP members to support a Constitutional Amendment to correct these unfair practices. Now I will be accused of Political Maneuvering and they will completely correct. It is my belief that with the above Constitutional changes the Dictator Law will fall like the walls of Jerico. My belief is the Dictator Law benefits no one but the Tyrannical Leaders of the Congressional Power Group.

Holy christ, counting abstentions this way is an ordinary way to do so. Like http://www.robertsrules.com/faq.html#6 for example might be helpful. Like it's not undemocratic at all. Comparing it to the 3/5th compromise and a complex history of racial discrimination in citizenship boggles my mind. Also that's not even what the 3/5th compromise was, black Americans weren't allowed to vote at all, it just counted them as 3/5th of a citizen for state representation and presidential electors, i.e. the power given to white southern states from their black population.
I have read that opinion many times and it is my opinion that Abstentions are non-votes and should be treated as such. Whether it is a majority vote or a two-thirds vote and whether it is a vote which requires a majority or two-thirds of the members present, or a majority or two-thirds of the entire membership Abstentions should be a nonvote and not counted towards quorum.

So you are saying the Meta Congress is modeled on the real world American Congress and not the mechanics of this game? One of the provisions of the 'Dictator Law' was to emulate game mechanics. The Constitution as written doesn't do that.
