[MoHA] August Agenda

I wish to briefly introduce the cabinet, the MoHA, and our agenda for this month in the Ministry of Home Affairs, before going on to trying to persuade you to get involved in the work we wish to achieve by September.
As you will have read, Presidente Arrlo has released his introductory article and cabinet, which you can read in full here. The cabinet, in case you had already forgotten is as follows:

Unlike other ministries, I have the luxury this month of having a tabula rasa on how I want the MoHA to appear and what I wish to achieve, allowing me an effective free reign on what executive domestic politics is going to like this month. I greatly appreciate that opportunity and hopefully can keep up the pace set by Rob and myself during last month’s Caretaker Government. Over the past few days, as the election dust settled, I set about asking for a few volunteers to join me in creating a Ministry which is active, dynamic and useful to the eUK.
I have roughly split the MoHA around two operative spheres; one being Media and Entertainment, and the other being Communication. The Junior Ministers will each oversee one of these spheres, though that by no means prevents them from contributing to the other. The Ministry structure is presently as follows:
I am also pleased that two fresh faced members of the public are now members of the Ministry, Eddard Utterthwaite and Absinthe1844. Hopefully a soul grinding month in the MoHA won’t put them off the future impact they will inevitably make on our country. (Kidding, it will be a barrel of laughs).
Over the following months our work is going to be structured around the following programs:
Communication:
Completing the Citizens Register.
Completing one round of Ministry to Citizen messaging each week.
Providing and circulating information on the Government and new player guides.
Entertainment & Media:
To attempt to raise activity through public engagements.
To compile and publish Government updates.
Identify and support public entertainment schemes and to manage and deliver government entertainment schemes.
In order to allow Congress and the public to observe our progress and projects, and indeed to allow them to participate, the MoHA will be working off a public googledoc, which anyone will be able to view to see which tasks are completed, underway, and pending. The most significant thing the Ministry is hoping to achieve is the longevity of the Citizens Register and establishing mass messaging as a means of informing the populace as a permanent feature of the Ministry.
This I hope will complement the National Service Bulletin, working with the MoD to provide up to date orders.
We wish to recruit more people! The Ministry of Home Affairs is a great means to enter Government based work and introduce you to what politics looks like beyond the pages of eRepublik. We hope to create a way that allows the public to dip in and out of helping us achieve our tasks, but in the meantime if you wish to join up as a Ministry worker by all means message myself or one of the jMoHA’s and they can get you contributing to the eUK.

Tabula rasa is a Latin phrase often translated as "blank slate" in English and originates from the Roman tabula used for notes, which was blanked by heating the wax and then smoothing it.

I saw yer email - the agenda doesn't have room for details but the dpts will both be working off a master doc which details their tasks, I can easily give you access and get you in the team.
In computer science, tabula rasa refers to the development of autonomous agents with a mechanism to reason and plan toward their goal, but no "built-in" knowledge-base of their environment. Thus they truly are a blank slate.
In reality autonomous agents possess an initial data-set or knowledge-base, but this cannot be immutable or it would hamper autonomy and heuristic ability. Even if the data-set is empty, it usually may be argued that there is a built-in bias in the reasoning and planning mechanisms. Either intentionally or unintentionally placed there by the human designer, it thus negates the true spirit of tabula rasa.
