[eUK] Congress Update 2

Hey,

The last week has seen 2 big proposals being discussed and voted on by Congress, related to how Congress works. Both of these proposals were passed and will be taking effect from next term.

Congress Discussions
Congress discussions currently happen within a PM thread along with the CP and ministers, with most of it not being seen by the public. Sir Humphrey Appleby and I worked on a proposal where we change this to use articles instead of PM's.

Congress discussions will now happen within a weekly article, published in an official newspaper. This will allow the general public to view discussions and also ask questions to Congress members about what is going on.

Some discussions will stay within PM's due to them being of a sensitive nature, but most will now be public.

Budget Proposals

The way that the budget is discussed has been changed due to a new proposal by SHA. Currently the budget has a 48 hour discussion followed by a vote, which is not triggered until Congress is confirmed on the 27th. The budget has also stayed mostly the same for months and is generally passed unanimously.

The new rules are:

- Budget will be posted on the 25th each month by the Government
- On the 27th of each month, Congress members can raise any concerns about the new budget
- If no concerns are raised, the budget passes automatically on 28th
- If concerns are raised, then a full discussion and vote will happen.
