Pouze parlament může odhlasovat poslání peněz z pokladny, jinak je ta pokladnice nedostupná. Nevím jestli budeme mít pravidelně parlament, plná pokladna neznamená jen to že tam jsou peníze naprd, ale také lákají cizi lidi aby obvládli čr a pokladnu vykradli. Proto je v našem zájmu aby byla prázdná.

Only congress should vote about donations from treasury. We dont know if we will have congress again. Money in treasury doesnt only mean that we cant use it in emergency but they also attract foreign political takeovers and multies to try control congress and take treasury. Thats why its in our interest to have empty treasury.
