There has been some serious debate in the Elite Cabal over how immigration should be handled, and some interesting points have been suggested on how we in eUK can attract the best and brightest to our shores. At the moment, immigration is a pretty hit-and-miss affair, though since Congress no longer has control at least there is no worry of rogue members letting anyone into the country. So what are these proposals about?

Immigrants can be classed in four ways: combat immigrants, economic migrants, political migrants and returning expatriates.

Regardless of immigration status, a reasonable command of English should be considered a first factor.

Let's take a look at some of the proposals set forth so far.

Combat Immigration


eUK is not a strong military power on the world stage, though there have been times when we have punched well above our weight. If we are to become a true power in the New World, we need the best military muscle to back up our political strength. This currently means importing strong fighters.

FightAndProduce has worked day and night hard to come up with some potential proposals which have been applauded, though may be in need of refinement. These are based on strength and rank, though there were suggestions of looking at combat medals as well to give an idea as to who would be a good candidate for selection on military grounds.

The initial basis was that combat migrants would have a minimum strength based on division. This was originally proposed by CrispyDragon to be 20K at Division 1, 30K at Division 2, 50K at Division 3 and 80K at Division 4, later refined by FightAndProduce to 20K/40K/60K/80K, with a proviso of a minimum of 2000 rank points per strength point. Inactive players would be discouraged by checks for activity using eGov4You or similar tools.

Luke Braferd made further suggestions, hiking the divisional strength requirements to 25K/40K/60K/80K, as well as adding further constraints based on military ranks or damage: a minimum of Legendary Force*** or 20m damage per week for D1, God of War or 60m damage/week for D2, God of War** or 140m damage/week for D3 and God of War*** or 400m damage/week for D4.

As Paul Tyndale noted that our Great Dictator WayneKerr would be accepted yet CheetahCurtis would be rejected by these criteria despite having similar strengths, there may be some tinkering required to fine-tune this aspect of immigration.

I would further suggest some kind of weighted strength:level ratio, with further weighting for military rank, recent activity and a lesser weighting for number of combat medals.

Economic Immigration


Thanks to the sterling efforts of Ser Fartsalot during the Resource Wars, we stand in an enviable position of being able to offer 100% bonuses for food and weapon production. This has seen a recent influx of economic immigrants and has helped boost our coffers, despite relatively low taxes.

Nohjis suggested a minimum of 2,000CC in WaM taxes per month as a starting point for economic migration, raising my starting suggestion of 1,000CC total tax input. It would further require confirmation of the number of companies owned by potential migrants.

A further consideration for economic migration would be a check on the number of HW medals against the age of the account to determine their productivity rate.

Political Immigration


Perhaps the most difficult to quantify. I am personally suspicious of people requesting citizenship with a message stating that they have no political ambitions despite having a raft of congress medals and a list of political positions held on their profile. There was a suggestion by FightAndProduce that political immigrants should be vouched for by two non-blacklisted members of congress, designated MU Commanders or top 5 Party Presidents, with a limit to the number of people any one person can vouch for.

Rob The Bruce suggested that media activity would be a worthwhile check for political immigrants, which would go hand in hand with any vouching system.


Returning Expatriates


Unless blacklisted, I see no reason to allow former members of the country to return on the proviso that they have spent a significant amount of time here in the past. This has not yet been discussed, but I would suggest that people who request citizenship with a note reading along the lines of "I'm really from Barnet but thought I'd join eChina because their flag was better, but they suck so I want to come to eUK" should be rejected.
