The following table contains data about national organizations used as central banks. I know that countries have several organizations, some more active than others, but my research focused on organziations actively used as central banks, i.e. recent donations have been made to these organizations.

The amounts shown above do not represent the total wealth of a country. Presidents and Governors can manage multiple organizations with different goals.

What are the rules and cases to access these funds? Could the president distribute it to citizens to develop the country?
Once you're elected as Country President you can request the password for the organization's account either from the previous CP or from the admins (through a support ticket).
I think you have unrestricted access to the funds, but one wrong move and you'll get impeached 😂 so simply giving away the money is not really an option. There are programs in many country aimed at supporting aviators; the basic idea is fight in air battles - rank up, get as many kills as possible - get rewarded.

What about spending this money differently:
-build conglomerate accounts to make money for the government (state owned companies)
-hire mercenaries to fight in national interest wars.

You can spend the currency on Combat Orders or paying some mercenaries, but it gets expensive real fast. A good time to use Combat Orders would be right after a very tough round (for example an epic air round) so you have time to recover some energy and get other 'neutral' players to fight for your country.
Having the money in player's accounts can work for smaller countries or 'inactive' ones, but active ones which elect new presidents (and governments) every month cannot risk investing in an account that will vanish after a couple of months.
Air battles are certainly important because they award 7 points and it forces the other country to win 'lower' divisions just to keep up. The real focus is D4+Air (12 points), but different countries employ different strategies - some have very strong D1, D2 and D3 accounts and can easily win these divisions (so 6 points go to their side every round), while other countries will almost always win Air battles.
For a browser game, it's pretty complex 🤠
for example you yourself are specialized in lower division battles, as your level is low while your strength is huge.
finally, can governments lend money to other governments, for interest?
There's no official mechanic so it all depends on what Governments decides between themselves. I personally have never heard about loans or interest, but it can happen.
The usual transactions between national organizations include paying back taxes to allies that occupy your regions to protect you from attacks, splitting the cost of laws

E interesanta statistica. Presupun ca nu ar fi extrem de dificil sa faci ceva in python pentru o asa statistica.

Ai dreptate aici. Si apoi mai modifica si ei site-ul si nu mai merge ce-ai muncit 10h sa faci sa mearga cum trebuie.
