man this is really hard, but looks like offical letter

Yes it is from Ottoman Empire when the using arabic letters instead of latin letters like Turkey today. Only i know above (the well written logo) is the name of Sultan Abdulhameed or somethin like that , bellow is describing the features of the Sultan like the wise man , the judge of Muslim judges, the leader of good leaders the person who inherits the sciences of prophets, etc etc .

even if someone can translate it to latin alphabet we will be still need help for translate it to modern turkish. it is really hard. good luck on that. there is few people living i guess in turkey who can translate it directly.

It is rika or smth like that written style (calligraphy) and it is really hard to read. Probably we swift to Latinic letters because of this kind of writing. Not everyone can read everything.

By the way, blue and black really can read it. Or from Iran ones can translate to latinic words, and we can cleared it
