French Foreign Legion doctrines

Here are the specifications for the French Foreign Legion:

---

France has founded the French Foreign Legion in order to take part in external conflicts, support friendly countries and ensure the readiness of a skilled French military unit able to lead the defence of national territory.
In conflicts where France is not directly involved, the Foreign Legion will only engage itself in defence operations. This way, the risks of reprisal attacks is kept minimal.

Hierarchical Organization:
* The French Foreign Legion gets its orders from Enze, founder and French Foreign Legion Chief of Staff (FFLCS).
* The FFLCS will represent its troops during operations. This involves the creation of a newspaper to announce their presence in the foreign country and the actions to be taken by Legion troops, their registration on the foreign forum (if one exists) and discussions with the country receiving them in order to decide the battles in which the Legion should participate.
* The French Foreign Legion is made up of Foreign Parachutist Regiments (FPR) of 5 Legionnaires at maximum. FPR have a commander directly under the orders of the FFLCS.
* The FPR commanders will make sure that their Legionnaires on foreign ground always have a ticket to return to France or another allied country. If a war starts in France or if France has to honour an alliance treaty, all foreign operations will cease and all Legionnaires will be recalled in order to take part in the new conflict.

Rights and Duties of the Legionnaire:
* The FFLCS guarantees the operational level of the French Foreign Legion and requests the necessary budgets from the Ministry of Defence .
* The FPR commander takes responsibility for the wellness and material at the disposal of its Legionnaires. A budget will be allocated by the FFLCS to each commander to equip his regiment with at least a Q3 weapon and 2 moving tickets on the French marketplace.
* Because of his frequent trips, the Legionnaire cannot be president, a congressman, a mayor or the head of a company.
* The Legionnaire will have to warn his employer of his departures and make sure he has a guarantee of re-employment on his return with an equivalent salary, taking into account the trends of the economic market. In case of difficulty, the FPR commander will be able to intervene in the negotiations.
* The Legionnaires will be able and are advised to work during their missions, wherever they are taking place.
* Legionnaires may have their past actions forgotten upon their acceptance into to the Legion should they so desire (especially if they come from an enemy country); their fellow Legionnaires must respect this decision.
* The Legionnaire must respond within 24 hours following a summons from his commander. Failure to comply without having previously announced his or her absence will result in immediate expulsion from the force.
* The Legion is an apolitical body. In joining the Legion, a soldier gives up his political party, becomes apolitical and will remain in place whatever government is elected.

Becoming a Legionnaire:
* The Legion is comprised of experienced soldiers (Skill > 4), of French or other nationalities.
* A minimum of two weeks of presence of French territory is required to apply for membership in the French Foreign Legion, or being recommended by another legionnaire. A Legionnaire who vouches for another is responsible for their behaviour throughout the duration of their Legion membership.
* Upon joining, the new Legionnaire will go through a 2 week probation period to test his diligence and his capacity to forewarn his superiors of future absences. The legionnaire's budget can only be allocated to him by his Commander at the conclusion of this two week probation period. A Legionnaire based abroad is not allowed to vote, however he still can vote when in France. Failure to respect this clause will result in expulsion from the Legion.
