[Plato Foundation Application] Attracting program for non-active and low-powered citizens - modified. 2nd.

We're applying Plato Foundation for a grant to encourage participants of non-active and low-powered citizens in eKorea. This program is modified/evolved system from the previous one: https://www.erepublik.com/en/article/2678697/1/20

Now it is supported by eKorean goverment and some donation, with a good management of HwiSuKim.

1. Purpose of this program
1.1. To encourage non-active citizens
It's so simple. all countries may have same problem that there is may citizens but only a small parts of them are active, use food fights, and do daily order, while others are just doing two-clicking.

for example in eKorea, we have 500 citizens as you can see


but only a few citizens do something like this



They are not real 'eCitizens', but only 'traffic makers' who make rag and grab common supply from goverment. I want to lead the 'sleepings' to the front of eCommunity and the first step is joining battlefields that they can feel membership of this community. I don't care where thay fight, and for whoever. Just 'hitting' is enough.

1.2. To encourage participant and staying of newly-start/came-back citizens.
This kinds of citizes usally have low strength cause they dont have long history here, and skipped so many times of training, and even usually have low military rank while there are so many legends who show crazy dmg. I'm defining the low-powered citizens who have lower than 200k dmg per hit. (150k str with titan*** rank) if you are in this status, you should use 50 Q7 tanks for one TP medal. It means that you don't have to fight for your own country because the TP reward is less than 20 % of tank usage.

as a simple example, how do you encourage this guy to fight in ground battle with his own tank!

2. So, HOW TO ATTRACK the citizens
I have a common and simple plan. PAYING FOR KILLS. but there are two tracks. You can choose one of them.

2.1. for the low-powered citizens (who have less than 200k dmg per hit or lower rank than Wing commander)
- same with previous air-frce training

1) Purpose of Air Force Training
In recent two years after the introduction of Air Force in this eWorld on Day 3,165, it has been a unique way for low-strength newbies to take on one part of the battlefield. In Korea, we have also organized air force units and have been providing additional support to raise them for about a year, however, the program was finished after 43 weeks of support, because many members graduated by achieving Wing Commander and some others have withdrawn due to difficult commune condition. Nowadays, the number of Korean air users is decreasing while they are trying to be strong users themselves without any support.

Otherwise, with the increase of legend stacks and overlapping strength inflation, Army support for allies and newly-entrancing users in ground battle are gradually losing their meaning. Air force is becoming the only one way to show presence for allies, and many countries support the training of air force for themselves. Now, I am going to train Korean Air Force (KAF) again in Korea following this trend.

2) Supporting targets
Citizens have less than 200k dmg per hit or lower rank than Wing commander
- Support for Air Force Growth is for all users with 'Korean Citizenship' * There is no distinction for an air rank, usage of a pack, and even for a level.
* For the convenience of confirmation of killing, it is limited to Korean citizenship.

3) How to support
We are supporting ppl in two ways; payment in cc depending on the kills and the number of completed MU order in a week.
More specifically:
- cc payment: to attract inactive players to become active, and set upper bound to prevent one hard user getting all amount of support, while also encouraging his activity.
payment formula: 6000*log10(log10(10^((x-100)/100)+10)) yes. It looks weird. 🙂
#1 If you're are inactive, you will get only a few cc support (or none). I define 'inactive' under 250 kill per week.


#2 If you're are active enough (>250 kill per week), you can get much cc support than before (when it was 5cc / kill) However, I also don't want to see one active/pack/weekly pp-work user get all the support solely. So I add log function to prevent it.


**this formula can be changed with the supporting budget 🙂

If your weekly kill is over 1200, marginal reward decreases, rapidly. From this, even if you do more than 10,000 kills per weel, you can only get 11,000 cc from this support.

- D.O = energy 2000 / # (max 14000 HP / week)

2.2. Paying for each kill for citizens who have been inactive for long time (less than 400 kils in last month)
* Why less than 400 kills? If you do only daily order daily, you should do more than 750 kills. 400 is nearly half of it, and represent enough 'inactive' I think.

1) Purpose of payment for killing
I'm considering the main reason of 'inactive' is high food/wep price that makes difficult to fill it themselves. So I want to support it.

2) supporting targets
Citizens have more than 200k dmg per hit and higher rank than Wing commander. and did less than 400 kils in last month.
- This class of citizens can earn enough benefit from TP if they get only a small support.

3) how to support
3cc per each kill in both ground and air. (air kill requires more hits than ground) but the upper bound is 10,000 cc per week.

3. and additionally, important thing.
If you do less than 4 times of daily order per week, you'be banned from this program. this is only for the 'active' ppl.

4. How to Apply for the support program

2) If you don't resident on 9th Airbone Brigade, Please reply your D.O number and Airforce Kill number on the weekly report.

5. When to start the program
Starting on Tuesday, September 4, 2018, at 4 pm (KST).

6. Others
- I'm recruiting Air Force Commander (tentative name) who will take charge of the above tasks. The requirements are essential English writing skill and weekly report.
