In the last few day Serbia has lost a lot of regions five (about to be six) of them are our regions we currently have freed New York which is our capitol, and we have freed Florida, Alabama, Mississippi, and Louisiana and we are about to free Arkansas though if our capitol is New York and we are freeing regions that have no direct connection with New York which means we don't get any of the resources and bonuses of those regions until we free Pennsylvania, Ohio, Kentucky, then Tennessee in that order or in some sort of fashion since that is the fastest route between New York and the South.

pretty sure POTUS can change the location of our Capitol city..
by rebuilding our nation unattached from the Capitol, though, looks like continuing with the strategy of "no bonuses discourages the PTO'ers and they'll go home."

The Capitol City is decided purely through game mechanics, not the POTUS. The way to change a Capitol is to lose the current Capitol city. When that happens, the new Capitol is the most populous region controlled by the country in question.
I'm really not sure.. I'd like to call it a fact-- it'd be pretty f'd up to have that critical call left up to game Admins and auto-mechanics.
and, really, we might just be taking regions from Serbia instead of Poland because we can.. much as they've been saying that the Hanibal scandal had no real effect on them, since that all went down we're seeing a much less organized and less focused Serbia.
They have lost atleast 35 regions in 5 days.....I'd call that an effect.
Let's start another revolution at this rate we can easily win 2 revolutions at the time, cause Serbia is having a lot of wars
usa can only have 1 RW per country that is occupying it and then we would be split up if there is one in serbia and one in poland
