This situation is about us being a Vice president and being on a important military coordination wit allies and RL issues come up and the President has to leave.

First off since it would only be for a few days there would be no-need to inform Congress massively. Maybe just mention it in the private section other wise your enemies might take advantage of the President have very limited access. I don’t think there would be any need to inform the public until after they come back again for the same reason unless they are going to be away for more than a few days.
Our allies head of states would also need to quickly told so that they will message the VP and do the dealing with them until the President returns.
The VP should be able to do all the same things expect press the buttons for the laws, but the VP should be able to contact the Pres in RL through Facebook or mobile phone and ask them in emergences to propose something that can’t wait
