The Basic Unemployment Allowance is paid for persons who meet the condition regarding previous employment but do not belong to an unemployment fund. The allowance is paid for a maximum of 400 days. If your employment history is shorter than three years the unemployment allowance is payable for a maximum of 300 days. If you are still unemployed when the allowance runs out you can claim Labour Market Subsidy.

The Basic Unemployment Allowance is a flat-rate benefit. Your earned income during unemployment have an effect on the allowance.

Renew your status as an unemployed job seeker

Unemployment benefits are payable only if you are registered with the employment office as an unemployed job seeker. The waiting period (i.e., when you are not yet eligible for unemployment benefits) will not begin to run until you have registered with the employment office.

To qualify for unemployment benefits, you must actively seek employment and accept offered work or training. You must renew your status as an unemployed job seeker in the manner specified by the employment office, for example by reporting regularly to the office.
Temporarily laid off

If you have been temporarily laid off, you may be entitled to basic unemployment allowance or labour market subsidy.
If you decline offered work or training

The employment office may withdraw your eligibility for unemployment benefits for a specified period if you turn down an offer for work or training or do not renew your status as an unemployed job seeker.

Condition regarding previous employment

If you meet the condition applicable to an employee or a self-employed person, you are entitled to the Basic Unemployment Allowance, which is not means-tested.

To meet the condition applicable to employees,

you must have been in paid employment for at least 26 weeks (about 6 months) during the 28 months preceding the unemployment and
you must have worked at least 18 hours per week and
your pay must have complied with the terms of the relevant collective agreement or been at least EUR 1187 per month.

There is an online eligibility calculator you can use to see if your employment history is extensive enough for you to qualify for the basic unemployment allowance. Enclose with your claim documentation about your work and pay, which will help in the determination of the work requirement. If you have worked irregular hours you can also use the Kela form TT4 to provide details about your working hours. Ask your employer to complete it.

To meet the work requirement applicable to self-employed persons,

you must have been self-employed for at least 15 months during the 48 months preceding unemployment
self-employment counts towards the work requirement if the total income from self-employment is at least EUR 1,000 per month (EUR 1,047 per month in 2017).
all periods of self-employment lasting at least 4 months in which total earnings under the YEL (self-employed persons), MYEL (farmers) and TyEL (employees) pensions acts count towards the work requirement.

If you are claiming basic unemployment allowance, any paid employment during the 28 months preceding the unemployment also counts towards the work requirement.

How to claim

First, register as unemployed job seeker with the employment office.

Attach to the application work certificates and pay slips for the period when you met the condition regarding previous employment

Claims can be backdated by up to 3 months.

After you have been issued Basic Unemployment Allowance, you must renew your status as an unemployed job seeker by reporting regularly to Kela. For this purpose use the form Unemployment status report (TT 2e).

Notification of changes

Anyone receiving benefits from Kela must notify Kela without delay if their circumstances change. This includes changes in income, family composition or marital status.

If you receive Basic Unemployment Allowance, you must notify Kela of

your earned income (attach documentation showing the amount of wages)
the birth of a child.

The decision you receive from Kela lists the changes that must be notified. If you fail to notify a relevant change, you may not receive a certain benefit or may receive too much, in which case you will have to pay back any overpayment.
