I told a decent collection of people this back when I first found out during WTP's congress primary, but I still see people aren't aware, so I figure I'll put it out here for more ease of information.

MMing is no longer a mechanic that is supported by Plato. They consider it spamming, even if used as part of a government function. Testing by various players has revealed that Platinum and Diamond buyers are the only ones who can reliably do it.

To all others, there is a spam filter that will kick in after a certain number of similar messages, or messages sent within a certain period of time, or both. I'm not aware exactly how that formula works.

It will appear like the messages have all sent, but when you ask the receivers, they will not have received anything. Looks like they purposely wanted people to not know about this, so they would get fewer complaints about it.

Group mails seem to be the best option to get around this so far.
