He tries to say something about family values where both (he and she) drink a lot and don't care of kids.

On this frame one of the clearest person from Tundra (can't say he is out of his mind cos he was let to meet with tsar) tried to send message that everything is in ruin. All country is in ruin!
It's not funny, in his naivety he tells the truth, incredibly painful truth for everyone.
