Plato’s Foundation: A Proposal
Looking at the forum, I see a fair amount of enthusiasm, but also a fair amount of skepticism about this. So in addition to my proposal, I would request that Plato, or whoever is running the Foundation at the time, issue regular reports, at least one per month. These reports will detail the proposal, the pros and cons of implementation, implications for other players, implications for e-countries and e-governments, and the final “verdict” on whether or not the suggestion will be implemented, not implemented, or implemented in modified form.
This article should be published in English. If other languages are required, the leadership of the country or countries in which the other language is spoken should be able to translate. If there are problems, most countries have multilingual citizens, perhaps a roster can be created and maintained of the more active players and the languages in which they are fluent.
Now to my proposal:
It is my belief that many players have left eRep due to a small minority of players who troll, flame and cheat. We’ve had PTOs and MTOs, both of countries and political parties. We have thieves and people who just like to disrupt everyone for the lolz.
In the world we aim to replicate, a country can exile or deport a citizen. Political parties can refuse to enroll or strip membership from those who fail to maintain its standards. (Okay, let’s leave the current RL USA situation out of this argument, it’s my belief that someone spiked the country’s water supply with something very strange!)
In eRep, the party leadership has no control over who joins a party. The country leadership has some control over immigration, but it ends there.
My suggestion is that Party Presidents, with the concurrence of 2 of the 3 named officers, and Country Presidents with the concurrence of 2/3 of the vote from Congress (assuming that about a third of the Congress members get elected, grab their gold and disappear without ever voting), be granted the authority to remove members from the party roster or to exile citizens from the e-country.
Upon being so removed, the removed/exiled player would require specific approval to rejoin the party or country, using the same basis on which they were approved for removal.
Impact: This should restrain some of the more egregious behaviour on eRep. Hopefully, that will lead to more new players staying with the game instead of leaving after a quick look.
My personal contribution would be as a Party President, an office I have held a number of times and likely will hold quite a few more. I am also willing, as an ex-editor, to review the articles for grammar, spelling, and cohesion.

New players don't leave because the threat of a PTO, they leave because the game is crap. All your proposal would do is give those 'in charge' of parties the chance to lock down said party and in effect cementing the 'leadership' of those already established in said party.
Example: new guy comes along and starts doing well, gaining a following. The leaders seeing this can then close ranks and kick the poor guy out...

My dear Wayne I beg to differ, most people depart this game because they leave uni/college/school and/or their mums house and discover real life, and then they realise just how shite this game really is.

My dearest Fossil, you just backed up my claim that those who vacate the game do so because the game is shite. There may indeed be many reasons why an individual thinks the game is shite, but the underlying issue is that the game is shite!

Still don't agree with kicking people out of parties/countries. Would have been a nice way to get rid of a certain person who made living in UKPP kinda not fun, but a bad precedent would have been set.

Yes, but it was 2am and I was exhausted and I'd worked on the images for a while.... I am of the generation where we had cords on phones and party lines and pencils and huge pieces of paper for spreadsheets. So bb code isn't my strongest suit, and even with the fix, one of the links still refused to work. I finally just nuked it....
Parties should be able to kick people out - if a party keeps kicking out people who don't tow the party line, those people will join other parties, and they'll risk losing top 5 status. This would be a good way for parties to differentiate themselves - the ones that welcome anyone with open arms (trolls included), compared with the ones who only allow srs bsns, which may cost them membership, but help them keep a good reputation.
I don't see how the country part would work though - what happens to these exiles who have no citizenship? In RL most countries can't just exile a citizen because they don't like the way they behave.
So someone ptos the PCP and kicks Keith thunder out, them tears would flood the game.
Don't really see how that would be worse than "someone PTOs the PCP and doesn't kick anyone out"...the only difference would be that when we saw Ajay join the party, we could kick him out before he PTO'd it.

Only example of this that comes to mind is Neil Lewis (?) who was here for an extremely long time before hand. One example, being ascribed to every new player (assuming we even get many) who doesn't stick around and every person who's randomly decided to disappear... I'm not sure that's a particularly good assumption to make when the main people who complain about trolling are still here.So you're actually proposing a solution to an issue that isn't the game's actual problem in this case.
Assuming it was, there's problems with your proposed solution. Deported people: Where are we deporting them to? The world map doesn't include an inception-esque limbo area to put people in. So they have to go to another country. If they were eborn in the country you're deporting from, they've got nowhere to be deported to. So you'd what, choose a country? So one country gets lumped with widely disliked people? You could implement a way of the target country saying no to this, but then why would any country ever take anybody? They wouldn't.
Kicking people out from parties is likely to only fuel the flame wars you seem intent on stopping. Grendeli in UKRP for example seems to hate everybody in the party. If we kicked him out I can only assume he'd get worse.

was too long, so I didn't read, but based on the comments I have this to say:
1. TUP complaining about trolls. Classics never die.
2. Deporting disliked players seems to be universally (and rightfully) teared down in the comments. The only thing I can add is that none of you asking where we'd send the undesirables think of Australia. Fo shame, eUK.
3. I'm in favor of being allowed to kick out players from parties. Would allow us to clear out some multies, and in case a party abuses this, why would you want to be in that kind of party anyway? Fear of a singe multi PTOing an entire party is somewhat legit, but imo this could be avoided if you make it so that it needs several members unanimous approval for this. The parties have several useless positions, like vice president, spokesperson, etc, so why not add some function to these?

Erm... That would be breaking the Geneva Convention on human rights. We can deport a foreign national back to the country of their citizenship at best although for countries who fall under EU courts may find the ability to deport a lot harder as all citizens are entitled to a family life and other human rights.
As others have commented, this proposal is offering solutions to a non-existent issue and the reality is that you and others would.use it to ban and remove anyone who disagrees with you...
What you all are missing here is that it would take the overwhelming support of Congress to deport someone - and they would then become stateless, until such time as another country takes them in. As for political parties, again, it would be an extreme solution but one needed. Just remember, had TUP leadership been able to kick him out, BigAnt wouldn't have run on our ticket despite virtually every TUP member wishing he would go away.... far, far away.....

who's gonna take in a guy that a majority of congress voted out? Surely that's risky?
Also further things I thought of:
-Deported people's fighting costs go up 'cause you can't fight in any MPP battles because there won't be any if you're in a none-state. If you wanted to fight anywhere other than in the territory you're chilling in you'd have to move.
-Deported people cannot earn congress medals nor CP medals until somebody takes them. They also cannot vote, so they can't participate in the political module.
-Deported people cannot join parties until somebody takes them in
By stripping them of state you also strip them of a bunch of game mechanics, unless you made the none-state it's own state. That would create "the state of people no-one likes" which could not attack anybody nor be wiped itself due to having no land borders, and I have no idea how tax would work in that case either.
In effect, to stop people leaving the game you propose to strip a huge chunk of game mechanics from widely disliked people, probably causing them to... leave the game. huh.
