Optimizing our MPP stack

First of all to fund MPP's you need money. And we also need to have enough money for MU funding and infrastructure for MU's and new players. So, to get this money we might need a tax rates. I am against high taxes but I'm okay if we go through with the 15% proposed. I just feel that high tax rates and also low import taxes is really bad for the Canadian economy and Canadian citizens. And a very high VAT tax may lower our government revenue.
Now with that money we need MPPs to fight. Any extra money we will then use for MU funding and infrastructure funding. This funding is really important but, MPPs are needed to be allowed to fight. So what I propose is to optimize our MPPs.
First we'll have two modes. Peace mode and war mode. Currently we are in peace mode. War mode is when we are being attacked or we go on the offensive.
FYI, currently we are in EDEN. We are allied with all EDEN countries but that doesn't mean we need to sign a MPP with all of them. We need to optimize this and it will be beneficial for us and our allies.
Peace mode:
During peace mode we need MPPs to fight and support our allies easier. We sign our MPPs with countries that are actively at war. If there is a big number of EDEN countries at war we choose the countries that have the most important wars and also the ones that need our damage the most. Also we should take into account time zones.
If there is a low number of EDEN countries at war we can also MPP with countries where war is imminent or where they are in threat of a war. This does not mean we spend the rest of our MPP budget. We need to keep a reserve fund for War mode.
War mode:
When war is imminent or when we are threatened for war we will enter war mode. This means that all our citizens will be focused on the war at hand. It is inefficient to MPP with countries that have citizens that would be busy in a war. When in war mode we now need to use our MPP reserve fund to sign a lot of MPPs. This will ensure winning the War.
But, this does not mean we don't think. We need to choose our MPPs based on citizens that are able to fight for us, demographics (divisions), and time zone.
So what's the point?
The purpose of this is to optimize MPP spending. But it requires strong fiscal policy. We need a MPP reserve for war time. If we don't or if we use the money we'll be screwed. Also, if we don't go to war this method will be very beneficial and save a lot of money. This money can be used towards military units and help the citizens of Canada. It can also be used to help secure victory during war time (MPPs, more MU funding, higher collective strength).
Optomizing MPP spending has no negative effects and will allow for more new player programs, higher MU funding, and will help secure a victory during war.

Optimizing MPPs is a very interesting idea, as long as we have enough MPPs to have DO at all times.
However, a low import tax is a good way to avoid shortages of goods and raw materials. Import taxes should remain lower than 5%, and the sum of VAT and Import tax, for products, should remain lower than 15% at all times.
Might be easier to choose 5-7major allies that are continually at war and have them marked down as required MPPs (unless debated against in Congress/by the Exectutive). That way we have fewer MPPs to haggle over and are guaranteed fights with these active core nations
Then there would be the secondary stack that is open for debate and evaluation. These 5-7 nations would be set of optimal results (as explained in the article) rather than just approved each month
Stable MPPs+Flexible MPPs
Hmmmm, I don't think we have a shortage of raw materials.
Raw mats are sold at the same price in all countries.
We'll get nothing by increasing the import tax, but we will suffer if there is a shortage for any reason (although I could benefit personaly from a raw shortage... I have a large storage now and could making profit at reselling it on the canadian market!)
If it's not broken, don't fix it.
Yeah its at 99% we don't need to lower it. I think supply is enough right now. We need Canadian citizens to make money. Keep the money inside our economy.
Interesting MPP options. Yeah, I was thinking of doing it on per basis situations. And also some reserve MPPs, for people not at war when we go to war.
It won't make any difference if the import tax is at 1%, EXCEPT if there is a shortage, and if this happen, I'll be glad to sell overpriced raw materials to my fellow canadians!
Declare ourselves neutral and sign MPPs with everybody. Then we wouldn't need any MU funding!
Seriously, we should....
1- declare ourselves neutral,
2- sign MPPs with the nations most liable to attack us. Then they wouldn't be able to attack us without losing their MP stack.
3- have minimal MU funding,
and 4- fight for whoever pays us the most.
Spock, raw materials are not the same price in all countries. Close, but not the same. I made a fair amount of money buying foreign and selling in Canada.
I often do the opposite : buy cheap raw materials in Canada and sell them in USA with a profit!!!
I observe the market situation in Canada ans USA every day. The WRM and FRM prices are most of the time lower in Canada than in USA, and the market is much quicker in USA than in Canada.
Communism slows down the economy of eCanada, while the free market reputation of USA is helping them a lot.
Canada is NOT in EDEN, we are a Pro-EDEN country.
@Donna: signing MPPs with the nations most liable to attack us won't do much, instead we'd have to sign it with THEIR allies for THEM to lose their stack. Foreign Affairs would have to be handled very well to sign with potential enemies' allies since it's just not Canada's congress that need to approve it, but the other side's congress as well.

@SpockPQ: I think communes actually increase the demand of WRM if the commune workers work in Q7 weapons factories. Afaik, commune workers are used to produce tanks, not WRM.
There is no shortage of RM within Canada. Though, what may be inhibiting our WRM turnover are the commune managers with American citizenship who buy off of the American WRM markets instead of Canada's.
Oversupply of RM would lead to undercutting, causing it to be more economic for foreigners to buy Canadian RM to resell on their markets... basically economic supply and demand equilibrium will hold.
Something like this is certainly needed, and it will be discussed in Congress when the time will come. For the moment though, I personally believe that we have more important issues to stick to, like the tax system.
I don't want to be part of a country or member of congress that picks a tax rate figure out of thin air then goes about trying to spend it.
I want the executive to proposse a list of MPPs to congress, this way we have an MPP cost set in stone!
I want to see congress take on the MUs and pass a MU funding act that that is fair to all citizens, but also has to funding levels. One price to fund MUs durring times eCanada is not directly in conflict with another nation, and another .......
price that allows for in increase of weapon supplies to our soldiers durring eCanadian wars.
Give me a $$$ figure for what our nation needs to operate, then let me and the rest of congress decide how best to raise these funds that are required.
