Budget Law Change: proposal

Dear eNetherlands citizens

Since a few months we have introduced a budget law in our country. This is to regulate the state income and spendings, so that no single government can spend all of our income. The budget allows only the income of the previous month to be spent. Any other spendings have to be sanctioned by Congress.

Now the Ministry of Fincance proposes a slight change in the now static budget, to allow for a more flexible way. 30% for subsidies and bonusses for example is way too much. The defence department could get that part of the budget with the proposed change.

Article 5 – Government budget
1. The budget of the Government of the eNetherlands is based on the tax income in NLG over the previous month, from the fifth of a month to the fifth of the next month. With the exception of war emergencies or special investments, both regulated by Congress, no more can be used.
2. The total budget is allocated as follows: 20.000 NLG is reserved for two Mutual Protection Pacts. The remaining income is allocated through percentages. The Ministry of Defense receives 50%, or at least 30.000 NLG, for funding of the armed forces and for building stocks.
The various Government programs receive 30% for subsidies and bonuses, and 10% is directly allocated to ‘DNB’. The remaining 10% can be used for unexpected expenses, or, if none such expenses are encountered before the end of the Government term, for purchasing Gold from the Money Market.
3. The Minister of Finances is responsible for all currency, save the Defense budget.
4. The Defense budget is directly proposed in-game to’ Ministerie van Defensie’.
5. The Gold budget is not regulated. The Government is responsible and accountable for the way the Gold reserves are spent.
6. The National Emergency Fund should hold at least 500 Gold and 200.000 NLG, which can only be used in case of war.

Article 5 – Government budget

2. The total budget is allocated as follows: The Ministry of Defense receives 50%, or at least 30.000 NLG, for funding of the armed forces and for building stocks. The other 50% is distributed over the various government programs, MPP's and other investments.
3. Unused budget at the end of the term automatically goes into the National Reserve.

4. The Minister of Finance is responsible for all currency, save the Defense budget.
5. The Defense budget is directly proposed in-game to’ Ministerie van Defensie’.
6. The Gold budget is not regulated. The Government is responsible and accountable for the way the Gold reserves are spent.
7. The National Emergency Fund should hold at least 500 Gold and 200.000 NLG, which can only be used in case of war.

The budget remains the same, the only change is that the part that doesn't go towards defence isn't fixed in percentages for each department.
