[MOC] more changes

Citizens of eBelgium,

Today we place a short message to inform you of another important change in the constitution. To assure every congress member had the time to inform himself about a new proposal the constitution stated that a proposal had to be debated for 24 hours on the forum before being put to vote. Recently the congress and the government noticed a decision had to be made fast sometimes without a debate in advance. Therefore an amendment to the constitution was written that states a vote can be placed in immediate vote, without 24 hours of debating, if at least three congress members support that.

On top of that congress votes on the forum will now only last for 24 hours and then the majority wins if more then 1/3 of the congress members placed their vote. If the latter is not fulfilled the vote will continue until 1/3 congress members have voted.

These amendments were written to provide the congress with the appropriate and legal tools to make quick decision when they are needed. Examples of those quick decision could be the financing of our state companies etc.
