[ESP/ENG] Propuesta por el futuro de Cuba/ Proposal for Cuba's future.

Antes de nada, desde ambos partidos, queremos agradecer la inclusión de algunas propuestas hechas por el PSP y PCC en la Ley de Emergencias.

Aprovechando que la Ley de Emergencia se está votando en estos momentos y que a pesar de los intentos del Progressive Socialist Party y el Partido Comunista de Cuba para incluir un punto en dicha ley que no se ha conseguido, ambos partidos queremos proponer al Gobierno lo siguiente.

Durante el Debate de la Ley de Emergencia, el PCC y PSP propusieron que el dinero destinado a dicha Ley estuviera apartado del dinero de gasto habitual para mejor contabilidad del mismo.

La mejor fórmula, es que el Estado, alquile una Org a un país amigo, de confianza y con relaciones estables continuas para poder depositar el dinero de la Ley de Emergencia con las ventajas que ello conlleva y que pasamos a enumerar.

1.- Al dividir el dinero, se podría judear con ambas Org, pudiendo sacar más rédito
2.- Con los réditos de la Org alquilada, podrías pagar el alquiler de esa Org e incluso se podría aumentar directamente el fondo de emergencia.
3.- El dinero de Emergencia, estaría a salvo de una posible dictadura hostil y no habría que correr a sacar el dinero.
4.- Así se diferencia el gasto normal en una Org (la estatal) y el dinero de Emergencia estaría separado de ese dinero para gasto.
5.- Con la separación del dinero, El Gobierno no estaría tentado y confundido con el dinero que cuenta para los gastos habituales y normales para el funcionamiento del país.

Por ello y a pesar que la Ley de Emergencia, ha estado consensuada y redactada por todos los partidos que conforman el Congreso, al PSP y PCC nos falta la inclusión de este punto en la Ley que actualmente se está votando.

Por tanto, el PCC y PSP, utilizarán los cauces legales que el Congreso nos brinda para que de alguna manera, este apartado pueda ser incluido al menos durante este Gobierno, al entender que esta propuesta traería más beneficios que pérdidas.

El PSP y PCC a pesar de lo que se diga, busca la colaboración por hacer una Cuba más grande y democrática.

ENGLISH VERSION

First of all, from both parties, we want to appreciate the inclusion of some of the proposals made by PSP and PCC in the emergency law.

Taking advantage of the voting of the emergency law and that despite of the attempts of the Progressive Socialist Party and the Communist Party of Cuba to include a point in this law, it has not been got; both parties want to propose the government the following.

During the Emergency Law’s debate, PCC and PSP proposed that the destined money for this law has to be apart from the habitual money to get a better accountancy.
The best formula is that the State rents an Org of a friend country, trustable and with continuous balanced relationships to deposit the money of the Emergency Law there counting on the advantages that it has and that we enumerate:

1.- If we divide the money, we could jew with both Orgs, getting more revenue.
2.- With the revenue of the rented Org, we could pay the rent of the Org and we could even increase the emergency fund.
3.- Emergency money would be save of a possible hostile dictatorship and we had not had to run to get the money.
4.- Doing this, we could differentiate from usual expense in an Org (state’s one) and the emergency money will be separated from the expense money.
5.- With the separation of the money, the Government would not be tempted and confused with the money of habitual and usual use for the functioning of the country.

That’s why, despite of the consensual and written Emergency Law by all the parties which conform the Congress, to PSP and PCC the inclusion of this point lacks in the law that we are already voting.

Therefore PCC and PSP will use the legal channels that Congress allows us to use to, in some sort of way, this paragraph could be included, at least, during this government, understanding that this proposal will give us more benefits than losses.
PSP and PCC, despite of what people say, search for collaboration to make a bigger and democratic Cuba.
