[eBe] March/April Congress Report - 3

Dear friends and citizens of eBelgium,
a week passed since the last Report of Congress and it was rather a quiet week, maybe due to the holidays that some of us had.
Nevertheless, Congress did a few things and I hope you read with interest what they do and to compensate the lower then averaged activity, the report is a little bit more detailed 🙂

MPP
We had ingame more mpp's, who were vote😛 Mexico (Accepted), Venezuela (Accepted), Iran (Rejected), Republic of Macedonia (Accepted), Czech Republic (will be accepted soon).
Last week, we had a question about the motivation to vote yes or no, unfortunatly that debate happened in 'Private Congress'.
'Private Congress' is an restricted area, where congressmembers and government members can discuss topics that are maybe a bit to sensitive to put it in more public spaces. Logically, it is also not allowed to just give information that was publish in 'Private Congress'.
In the previous report, I could say that a main concern that could have attributed to the NO-vote was the coming CP-elections.

Money Affairs
Like explained in the previous Congress Report, funds are often transferred from the 'Country Accounts' to the NBB-BNB, eBelgiums national organization that is used as our National Bank. This is, once again, a routine action and necessary to keep our many citizen program's up and running. (Vote: http://www.erepublik.com/en/main/law/Belgium/103016 )
However, on the forum, Congress has to approve every expenditure. There where 4 votes (1 of them still busy) on that in the last week
* Special Offer Gold Loan: eBe citizens can loan up to 30gold to use during an 'special offer', this is an adjustment from previous temporal program's.

*MoFUN Budget: eBelgium has a 'Ministry of FUN', that tries to make life in eBe a little bit more pleasant. With many competitions and games, where you can win prizes, it lures eBe citizens to the forum and hopefully give them the incentive for more activity

*BNA-budget: Our national army get's a budget. The first vote was rejected, but the second vote, that is currently still open, seems to be going to be accepted. For more information, read the next paragraph, since this paragraph is getting to long 😉



BNA
Our most loyal readers will remember that Congress has made some effort to create a new national army. (Things went wrong with the previous one) Critically is in charge there now and he tries his best to get it up and running.
In order to make it possibly to arm our soldiers of the BNA (Belgian National Army), some funds need to be made available. A plan was suggested by the Army Command, that would give the BNA a fixed percentage of eBe's income. While the plan of using the money was rather well-received, some Members of Congress had still objections. With a first vote that was rejected (see http://www.erepbelgium.com/t6090-bna-budget-rejected ), an alternative proposal was launched to give them a fixed budget (slightly dependent on the amount of soldiers).
That vote was proposed as an change to the 'State-Budget-Law' (see http://www.erepbelgium.com/t4753-state-budget-law ) and is not only more fitted into the current legislation's-framework, it also gives the military some rights and duties.
The military will be the responsible for the 2 'military'-orgs, but they are also forced to answer questions about their functioning and use of budget.
Furthermore a vote is started to change the 'High Command Act' to the current situation.
