So,

the post-day-5000 update had two changes. one that I really like and another that I don't like. Both could use some tweaking.

I also have a suggestion to expand the division system even more to help new/low strength players.

Balance - it's quite a tricky thing to get right. Whenever balance between the alliances changes, I am worried about communities being destroyed, causing players to quit the game. I don't care whether I am on the winning or losing side,
