First of all, i'd like to say sorry because I haven't got the time to do my job since i've been chosen as the minister of wellness.
I'd like to make a wellness program for China, which is:
1. I will search for low level user (lvl 1-10) with low wellness
2. I'll PM that user to check wether he/she is still active.
3. If he/she reply my PM, I'll give 'em gifts to increase their wellness
This is my suggestion as minister of wellness, but i think we need to make a team to do this because of the population boom in China.

Gifts are ineffective. supplying moving tickets and a weapon to these players would work far better.
Instead of searching for low level users, I think they should have to apply for this service. It will only help you out in the long run.

2. Guide them to participate the war that the region got Q5 hospital
Glorious leader wishes to remind you that to fight in battles you need to be level 5 (25 xp) and have at least 40 wellness also since a Q1 ticket reduces wellness by 2 when traveling you technically need to have 42 wellness. Oh and a weapon isn't nessasary if you're only trying to get wellness up. Thank you Glorious Leader for the knowledge you give us!

level 5 takes no time at all to get to. 25 exp is something like one week of play. By making a citizen get to this level before assisting them with the government funds, we help to ensure they plan to remain active.
a weapon is not necessary for the wellness, but as they are going to be fighting anyway, we might as well give them the damage boost, to enhance our military power.
