Local Budgets Wasted and Economic Reboot Required

Well over a year ago when I was dissolving my assets, this game looked to have little promise with regards to updates that would make it in anyway more fun.
We saw the implementation of air battles and their aircraft weapons of which they remain only as a Q1. We’ve seen houses become a massive industry but with no work as manager feature possible meaning large gold buyers aren’t able to undercut the average player unless they employ workers below the going wage. Personally I welcome these changes, I wanted the game to evolve and become something a bit more complex than log in, work, train and fight. The Resource Wars were also a prime example of something that made this game exciting for a period and it’s something I think should be rolled out again to mix the game up a bit, although this time Romania's advantage of being told the tips and tricks will be gone.
Now that I am back I see very little has changed fundamentally be it game mechanics or even political. Admins have even half implemented a feature which is pure and utter laziness. That feature is Residencies. Should my memory be correct, it was during the Resource Wars that the concept of residences and Mayors were floated as a work in progress. We have residences but we don’t have mayors or other features that were outlined. The biggest red flag with regards the failure to implement this feature is the Local Budget. This takes money off players through taxation and is meant to be spent by the mayor to give the residents of the region additional perks, however without a mayor to spend this money, these funds lay dormant.
Let’s look at my current nation of Australia:
The past week alone, we have lost 10% of our tax revenue to these inaccessible funds.
Our funds currently value:
Tasmania - 9,390
South Australia - 23,128

Northern Territory - 10,892

New South Wales - 11,159

TOTAL - 104,618
While this may not seem a whole lot to many people, this is a lot to Australia considering the nation is constantly under occupation or region revolving occupation by Peru as well as us suffering from a broken and weak economy.
In conclusion I would like to see the admins fully implement this feature or return the money to the countries it rightfully belongs to. However should they implement the feature I believe an entire fresh restart on the economic module should be taken with a relaunch of the Resource Wars.
This would see every citizen be allowed to relocate their holding companies free of charge and reassign their current region of residence. The games economics needs to be refreshed (again) but how a fully functioning system will be implemented - who knows.

the update required is create a mayor and local elections. that was promised that should be implemented. changing how residences now work would be back peddling .
I'm not asking for how they work to be changed, mayors and local elections are part of the Residence feature that needs to be implemented. I'm saying when they implement this feature they should also re-run Resource Wars and allow citizens to choose a new residency and new locations for their holding companies free of charge - an entire reshuffle of the economic/local module as it has fallen flat on its feet.
Updates desperately needed ! Its like they are only developing packs to sell, and leave the game part to rot away!
