Government Program Eligibility Act
1.0 To be eligible for any government funded program, participants must be eUSA citizens and not currently subject to congressional censure, blacklisting, or flagged by the Minister of Defense (MoD).
2.0 Players who enter the eUSA illegally (without approval by IES) are not eligible for government funded programs until cleared by IES.
3.0 The MoD shall flag players who fight against eUSA's interests. Examples include but not limited to fighting against eUSA in real wars, fighting for enemies against our allies, and fighting for eUSA in battles where USA must lose for strategic reasons. Fighting on enemy side while farming foreign TW would not be in violation, nor would farming eUSA battles, unless there is a specific instruction not to fight, or blatant disregard to TW orders.
3.1 Violators flagged would be banned from government funded programs for one month. If a permanent ban is desired, the MoD can request that congress take up a discussion for congressional blacklisting.
3.2. A ban for violations of rules 2.0 - 2.1. on eUS government programs can be overturned through the congressional process by a simple majority vote.
4.0 The duration of bans may be handed down to but are not restricted in any specific way to the following durations: 1 month ban, 3 month ban, permanent black list.

We have a problem here in the sense that there are times when these penalties are abused.
Dominar Rygel XVI was illegally blacklisted about 4 months ago for being vice-president of We The People. He was penalized as a package, without him having done anything wrong.
And now he remains the only one blacklisted from that package.
Now I am the vice-president of WTP, so it is my duty to insist on resolving this situation.
Dear Mr. President, Custer, because there are some who do not sympathize with Dominar, I do not expect them to care about this abuse, so please respectfully use the presidential prerogative and pardon our illustrious colleague, Dominar Rygel XVI.

Has Dominar ever acknowledged his IES violations and agreed to follow congressional protocols?
He was blacklisted without any personal implication in IES violation at that moment. I don't know what is to acknowledge here. If we are talking about an older violation, it should have been blacklisted then, not now.
Yes, he agreed to follow congressional protocols like everybody else.
And of course, whenever he breaks a rule, he can be blacklisted for a certain period of time, like anyone else.
Dominar was blacklisted for more than WTP IES protocol breaking.
Best thing WTP can do is put Dominar in the rearview and move forward as a party without him he just brings down the name of the party IMO.

With respect, allow me to disagree. This is exactly the right place, the right article, you as president are exactly the right person and our readers are exactly who they should be.
1. We cannot address the congress because there is someone there who proposed this punishment as a group, as a package. Something obviously illegal, and the person who proposed it proved a lack of moral integrity. I don't know who that is and I don't want to know, but I don't accept the risk of ending up asking this individual for something.
I hope I never find out who could have conceived such a twisted thing.
2. In this article you talk about rules but you forgot to mention that the abuse of power represents a non-compliance with the rules, it is itself an offense and can be punished.
I don't expect the one who proposed this iniquity to acknowledge his law violation but I do expect a step toward reconciliation.
We took a step of reconciliation and supported your candidacy as president along with others, now we are really expecting a clear sign that our people are getting the respect they deserve.
3. You, as president, would do well to take your role seriously and help our society to repair itself. Reconciliation cannot come from only one side.
We are too few in this game anyway, you don't want the frustrations to accumulate and to split into groups and groups. It's already 4 months.

I proposed the Blacklist and congress approved. That isn't info that is hidden.
This is not like RL our CP can NOT pardon player from a blacklist. There is no time limit on a blacklist. Only way to change the blacklist is if congress votes to remove as they did for Steffano.
To be honest I fully intended to help remove Steffanos blacklist is he actually got WTP to stop breaking IES protocol. As for Dominar I have no intention of ever voting YES to lift his blacklist.
Call it abuse if you would like, but the amount of abuse Dominar has done to other players over the years justifies his current blacklist status.

About Dominar in the past I don't know much but about me being blacklisted from the first second in US I know as a fact that I did absolutely nothing wrong.
Now I see this abuse in a continuous form. And ubuntu doesn't know to do anything else but talking about me behind my back. He doesn't have the courage to talk reasonedly with me.
Then how can I trust your blacklist? And why should I believe you when you speak badly of Dominar?
Or is a redlist needed? ubuntu21 would be the only inhabitant of the list for now.
Then how is it possible for a redlisted to run an important agency of Congress?
Alegretto it took Steffano being blacklisted to care enough to get WTP to follow protocol, and you were never blacklisted you were censored for 1 month for violating IES protocol it's automatic according to eUSA laws no one did it to you personally.
Also you were also let in to the country without being approved by IES which was problematic to your cause at the time.
If you want something changed you have to get it changed in the eUSA laws which requires congress to approve the change.
If you would like unbuntu removed as IES director that too needs to be approved by congress and someone else voted in to replace as IES director.
If you don't believe me about Dominar there are plenty of players that can testify to his harassment in the past.
I accepted iasmindarius in the USA two months (60 days / 1440 hours) after I was already abused by ubuntu21.
And I did it in the last hours before iasmindarius imigration request expired because it was clear that ubutu21 was not doing his job. For that I was blacklisted in the congress for a month and I understood the mistake I've made. I stopped violating the protocol and now I'm waiting for ubuntu to stop violating the protocol. How much longer till Congress do something about?
Now my abuser still has the power to abuse the blacklist. What do you think I should do?
Should I try to bribe ubuntu? Or to submit to his political wishes?
