In my previous article, i asked for your suggestions and ideas
on how can this program maximize it's efficiency.
Truth is, it has been many RL years since i was a young account
and things have changed a lot in this game.
So, even though i hate to admit it,
this "reward/helping" project might not be on the right track...

Which division accounts should be rewarded ?

I think all divisions should be rewarded because, everyone has his/her difficulties at every point. But rewarding might vary according to the div. (q7 for the div4, q6 for div, etc.) .
With what criteria ?
(Weekly dmg, kills ?)
Weekly damage is a good way but it is important and essential to sort out the ones who is in need,( that why you are doing i suppose) so kill count works better on that part if a tiny guy giving his/her best to help out for the country's sake that should be definitely rewarded.
Should air battle performance be rewarded too ?
(yes/no ? Why ?)
There are already few rewarding programs for it now but it can still be added as different kind of a competition. Like some amount of cc will be rewarded, in addition to your base program.
What should be taken under consideration ?

I am lacking a bit info here but, weekly board might be a better solution, because if a person misses out a battle due to some work, but makes it up afterwards on the other days battle he would still be in the game.
But on the other hand, it might be useful to go with the battle records, so you can set people to support our needed campaigns.
What else should be taken under consideration ?

That sort of things can be neglected because we can not know everyone's situation by looking at those, people might
have special conditions and it will be a prejudgement to base those numbers.

Often, people would prefer not to comment when unsure what to say... especially about something that may be important.
i suggest making a list based on total weekly damage to serve as an initial guideline. From this list, interview and/or survey to discover those most in need. Since air damage is invisible in total damages, skip it until/unless the few who greatly contribute THERE are discovered.
Possibly... eliminate those winning winning BH/AH during that week.

I agree with you that people prefer silence from embarrassment.
Well the easiest way to see dmg and kills per week,
is from the game's own "Weekly Leaderboards" page .
(There is hard indisputable data there, regarding ranking, dmg and kills that can be seen
and validated by all players).
So that can be easily accessed, on Tuesday morning before the change of the week.
You suggest interviewing players and/or do surveys to find out who really needs help...
There's a problem there...
Almost everybody wants free stuff and you can't really go around asking others
if they agree that some other player should be helped or not..
I know for example that players like Gnilraps don't need help. Players like him that do
enormous amounts of dmg during the week have accounts filled with everything they need.
I can show him my appreciation for what he does for the country but not actually HELP him.
So maybe i should exclude the country's say top 50 ranking players from that list ?
About those that go after BH's and CH's what can i say ?
There is no easy way to keep track on how many of those they get in a week...
I would have to personally check each account eligible for a gift every week ??

the top 10 people don't need anything from anyone
Maybe i should just exclude the top 20 - 30, people on eUS

Those ARE the key areas of need for thye USA. Next, just pinpoint loyal high ranking accounts no longer/further able to pack on their own.

"Give a man a fish and he'll eat for a day...". That's what came to mind when I read your article. While I believe your efforts are valiant, just giving people free stuff isn't going to help as much as you plan. As a new player, I've gotten quite a bit of free food and even some cc. However, I also did my part to earn them. Comment here, post a link there. Relying on the leaderboards is accurate, but also time consuming. Especially if players are working from the bottom. An issue I ran into was I started out on the mobile beta version. If I hadn't of seen the comment to check the browser version, I would have missed out on a ton. How to become self sufficient is my largest concern. Free stuff runs out eventually and relevant information is not easily accessible. If it is possible, try coupling the free stuff with training on how to produce on their own. If you have 5 people applying for free food, challenge them to build their own food factories. They'll all get the food and now they have a means of procuring themselves. Not much different than the quests given by the game, but less time consuming. At the end of the day, one person who learns how to become successful in this game whichever path they choose is worth more than 10 who just collect free stuff.

First of all i would like to thank you for your comments.
You are absolutely right about the story with the fish,
that is why there are no rules on how the people use the weapons, food or houses
that i send them.
They may consume them for themselves or sell them in market and get the cash.
Plus, as i have said in the article, these rewards are given as a token of appreciation
for what players already do in the battlefields and not as a way to sustain their
accounts with my donations...
Even if i wanted to, i don't have the resources for that..
But yes sure i could ask them if they want to take the next step,
in account sustainability through companies and commerce..
In fact, although the purpose of the project is to show our nation's appreciation
to all but especially to "weaker" accounts, maybe i could help them this way as well..
The problem is though, that i have missed quite a few changes in the game and
therefore i would need input from players like Marcel The Great (big merchant account)
who can guide these people successfully because of their big market knowledge.
Problem is, i don't know if they have the time to do so..
But i can ask..

My suggestion is to start off with total damage, or kills, and see how that works. Also if you can, to do some sort of check on who needs the money more. I also say that the previous week's winner should be disqualified from the next week so that there isn't just one winner every week.

i agree that we should start from somewhere do total dmg and kills will count for now.
Who needs the money more as the game is right now is difficult to tell..
That thing about previous week winners excluded form the next is a nice idea,
to keep things rolling..
