Dear and loyal citizens of Korea,



“WE, the congressmen of the Supreme People’s Assembly, by proposal of the citizen President of the Republic, to ensure compliance of the established by article 14-a of the Constitution of People’s Republic of Korea; DECLARE:”


Art. 1.- The military unit with correlative number SIX SEVEN EIGHT NINE (6789), on the date of approval of this law registered by the name of Korea National Army, will be constituted as National Army of the People’s Republic of Korea.

Art 2.- Being this army under private ownership on the date of approval of this law, it’s declared EXTINCT the private property on it, passing the ownership to the People’s Republic of Korea, and because of that, subjected to all current laws and regulations of the public institutions and properties. There will be granted to its commander on the moment of the approval, a symbolic compensation subject to approval of the Supreme People’s Assembly.

Art. 3.- Due to constitutional provisions, the Commandancy will be transferred to the Minister of Defense every month on day 7th, once the presidential election results were declared on firm.

Art. 4.- The fonds actually under ownership of the military unit, must be devolved to its former owner once the transferred was completed. All funds obtained posteriorly to the transfer will be audited by the Minister of Finances and Economy, and the Supreme People’s Assembly.

Art. 5.- The military unit can change its name, emblems and military hierarchy with the permission of the Supreme People’s Assembly, by proposal of the Minister of Defense. Likewise, the Ministry of Defense must propose during the first term, a statute that rules the internal organization of the National Army, for its approval by the Supreme People’s Assembly.

Art. 6.- Korean citizens cannot be expelled of this military unit except by the procedures established in its statute. The access to foreigners must be regulated by it. The access to the military unit must be open, except when the Commander considers that national sovereignty is under risk. This measure must be justified immediately before the Supreme People’s Assembly for its approval.

Art. 7.- All Ministers of Defense must give a guarantee to the Ministry of Finances and Economy before they assume the Commandancy of the National Army. This guarantee will be of 35 000 KPW and will be restored once the transfer to the next Minister is completed.

Querido y leal pueblo de Corea,



“NOSOTROS, los diputados de la Asamblea Suprema del Pueblo, a iniciativa del ciudadano Presidente de la República, para dar cumplimiento a lo establecido en el artículo 14, literal a, de la Constitución de la República Popular de Corea; DECLARAMOS:”


Art. 1.- La unidad militar con número de correlativo SEIS SIETE OCHO NUEVE (6789), a fecha de emisión de este decreto registrada con el nombre Korea National Army; pasará a constituirse como Armada Nacional de la República Popular de Corea.

Art. 2.- Siendo esta armada de titularidad privada hasta la emisión de este decreto, se considera EXTINTA la propiedad privada sobre la misma, pasando a ser propiedad de la República Popular de Corea y, por tanto, sujeta a toda normativa vigente de las instituciones y propiedad pública. Se otorgará a su comandante al momento de la emisión de este decreto, una compensación simbólica sometida a aprobación de la Asamblea Suprema del Pueblo.

Art. 3.- Sometida a las previsiones constitucionales, se realizará el traspaso de la Comandancia al Ministro de Defensa el día 7 de cada mes, una vez estén en firme los resultados de la elección presidencial.

Art. 4.- Los fondos actualmente en propiedad de la unidad militar, deberán devolverse al anterior propietario una vez ejecutado el traspaso. Los fondos obtenidos con posterioridad al traspaso serán auditados por el Ministerio de Hacienda Pública y la Asamblea Suprema del Pueblo.

Art. 5.- La unidad militar podrá cambiar de nombre, emblemas y jerarquía militar con autorización de la Asamblea Suprema del Pueblo, a iniciativa del Ministro de Defensa. De igual manera está el Ministerio de Defensa obligado a presentar en el primer mandato, un estatuto que regule la organización interna de la armada nacional, para su aprobación por la Asamblea Suprema del Pueblo.

Art. 6.- Los ciudadanos coreanos no podrán ser expulsados de esta unidad militar sino a través de los procedimientos que establezca su estatuto. El acceso de extranjeros deberá estar regulado por el mismo. El acceso a la unidad militar deberá ser público, salvo que el Comandante considere que se encuentra en riesgo la soberanía de la nación. Esta medida deberá justificarse inmediatamente a la Asamblea Suprema del Pueblo para su aprobación.

Art. 7.- Los Ministros de Defensa deberán entregar una fianza al Ministro de Hacienda Pública antes de asumir la Comandancia de la Armada Nacional. Esta fianza tendrá un monto equivalente a 35 000 KPW y será devuelta una vez completado el traspaso al siguiente Ministro.
