[FED] CONGRESS ELECTIONS GUIDE

Hi guys,

As some of you know from my previous article I have recently decided to explore the political aspect of the game and luckily, for me, I ended up with the cool guys at the eUS Federalist Party (FED Party) who not only accepted me in their ranks, but appointed me as the party’s Spokesman or as I put it the media guy.

As it happens the new FED Party administration is planning to involve more new players in the party’s activities and so we have decided to continue my series of Educational articles, and this time we are going to immerse ourselves into the complicated world of ePolitics.

With the Congress elections closing, the first article of this series will be dedicated to the Congress and the Congress members.




More specifically with this article I would hope to explain to every new player:

- What is the eRepublik Congress
- How are the congress members elected
- What are the duties of the Congress member
- Some rules and practices a eUS Congress member has to follow

IMPORTANT: As you probably see I have no personal experience of being a Congress member and all the information I have gathered comes from the eRep Wiki, The FED Party Forum and of course annoying a whole bunch of players with stupid questions. So any insights, additions, corrections, advices in the comment section will be greatly appreciated.








WHAT IS CONGRESS

The congress is the main legislative body of every nation in the eRepublik's world. The Congress includes representatives of different political parties, elected during the congress election process.




CONGRESS ELECTION PROCESS

Congress elections are held on the 25th of every month. Only members of the top 5 Parties in the respective nation will be allowed to run for Congress.

You can check the top Parties list following these steps





The maximum number of congress members depends on the number of regions the particular nation possesses, but in most cases the number of seats are 40 (if the country has between 4 and 40 regions). Congress members are elected by a percentage of the entire country's votes for each party.


So for example if the FED Party receive 50% of the country votes and the maximum number of congress members is 40, then the FED Party will have 20 of the 40 Congress seats filled with its candidates.





BECOMING A CONGRESS CANDIDATE


To become a congress candidate you have to be at least level 15 and you are a member of a political party.

You can submit your congress application between 16th and 23th every month, following these steps

From the "Community" menu select "My Party"



Then on a party page select the "Run for congress button"



If you want, you have the opportunity to add a presentation to your application. It can be pretty much anything - a picture, article, video etc.



When you submit your application you will see a confirmation message on the party page.



Once you have submitted your application the available buttons will change like so



You will have the opportunity to withdraw your application, edit your presentation or see the list of candidates.

Quick note: The list of candidates can be rearranged by the Party President on the day before the Congress elections - 24th, so the list arrangement you see probably won't correspond to the actual arrangements of candidates on the election day.

IMPORTANT: Depending on the party, you are member of, there might be additional forms you would have to fill or additional requirements for the candidates in order for your application to be accepted. So check that with your Party president before you apply.




Congress member



If elected you will receive the Congress member Achievement as well as 5 Gold. You will also be granted a few additional abilities, the regular citizen won't posses (see the next chapter).



THE DUTIES OF A CONGRESS MEMBER

A newly elected congress member is granted the following abilities:

- Proposing laws
- Voting laws
- Accepting citizenship applications


PROPOSING LAWS

A Congress member can propose several different types of laws as shown on the picture below.



Throughout his/her mandate the congress member can propose a maximum of 2 laws, while the Country president/Dictator has unlimited number of law proposals in his/her mandate.

For every proposed law, there will be a Debate link for the Congress members/President to specify a discussion area, but usually, before being proposed, every law is being debated on a particular national forum.

VOTING LAWS

Every congress member, as well as a regular citizen, can find the pending and voted laws following these steps



After selecting "My country" menu, select "Administration"




By selecting "Details" of a particular law you can see who proposed the law and the number of "Yes" and "NO" votes




Everyone will be able to see the laws, but only a congress member or the Country president will be able to vote.

The voting process period is 24 hours. If a certain type of law is still pending, the same type of law cannot be proposed until the first one is accepted or rejected.

In order for a law to pass, the majority of votes must be in-favor even if only one vote has been expressed (in case of a tie, the law is considered to be rejected). An exception is the President Impeachment law, that requires 66% in-favor votes out of the expressed votes.

The President can also vote the proposed laws. So, basically, the President and the Congress Members can vote once for each proposed law, but the laws that they can propose are different.


ACCEPTING CITIZENSHIP APPLICATIONS

The third main function of a congress member is to accept citizenship applications (CS).

Every citizen can see the pending CS following these steps







Although everyone can see the CS requests only congress members and the President/Dictator can accept them.

A congress member can accept a limited number of CS request. That number is determined by the 10% of the voting population, of the county divided by the number of congress members. For example a in country with a population of 10000 citizens, a congress member will be able to approve 0.1*10000/40=25 requests.

There are different policies and requirements in the different countries concerning the CS approval, so a congress member has to be aware of these requirements.


IMPORTANT: If there is a Dictatorship in the country all the functions of the congress members will be suspended. The Dictator will be able to solely propose and accept laws and citizenship requests.





The eUS Congress member

The eUS Congress member has to be aware and oblige to some specific regulations concerning the approval of CS requests and proposing laws.

For more information on these rules every Congress member candidate should ask his/her respective Party President or a member of his/her administration.





FED Party Congress candidates

Every FED Party member who wishes to apply for congress should do the following steps:

- Register on the FED Party FORUM and contact the Party President;
- Read the FED Congress member GENERAL REQUIREMENTS;
- Fill THIS form by the 03.22.17
