[DISCUSSION] Damage returns/tax rebate

There was a brief conversation in mongress yesterday on how to get some sort of program going given we’ve not really done much with taxes for a while now outside the MM.
The debate seems to have ranged from land/air priorities to ratio per kill/dmg so cabinet have gone away and pooled a few ideas we could throw about.
To kick things off we’d like to discuss testing a system as basic as possible and after a week all come back again to try and recalibrate it fairly based on our rough income of ~450k a month.
Just to start how does a nominal 2cc/kill in both land and air sound? We'd almost certainly increase it later when we have a clearer idea of the spread.
We can go by data from the weekly leaderboards (that can be c&p’d into a spreadsheet thank god).
Similar to having to sign up to the RAF to get their weekly rewards we would probably ask you to sign up for this service too.
Should be a weekly balance published to help keep up awareness for others interested as we go along.
In terms of the BoE itself we sit on relatively comfortable reserves of over 7m so should be happy to test any decent ideas you have (if the other lads are happy with it).
Let us know your thoughts/how we can improve this/why it's a daft idea o7

Definitely Air damage should be awarded and prioritized, as for Ground damage it should be also rewarded eventually in a lesser way.
The point raised against that was we've disproportionately needed ground damage to keep the walls over for these TWs
Encouraging air battles for newer players (if they can be bothered waiting for them) is something we can look at bringing back afterwards if we can get something off the ground to begin with now
In Air round you are getting 22 points and in the ground you are getting only 11 points.
It's obviously, Air is more important.
But the real problem for me is deficiency of the strong players in the lower divisions.
There should be a modification of the divisions to one based on strength and give people a chance to change.
So Div 1 would be players lower than 50k strength, Div 2 50-100k, Div 3 100-150k and Div 4 150k and above. If you are in Div 2 and want to be in Div 1 for a month you divide your strength by 2. If you're in Div 3 and want to be in Div 1 you divide by 3. If you're in Div 4 with 200k strength and want to be in Div 1 you divide by 4. If you're in Div 4 and want to be in Div 2 you divide by 2. I'm sure the figures could be worked out properly if they wanted.
Maybe those in lower divisions could multiply up if they really wanted. Thing would be people would have to choose each month.
@MG you get 3 ground rounds (33 points) for every 1 air round (22 points). You can win a battle without take any air points, you cannot win a battle without taking any ground points.
@JIminyChristmas: Of course I know you can't win a campaign only with Air, but if you could win at least 2 Air rounds (44 points) and at least 10 Ground rounds only in Division 4 (which is the strongest eUK division by the players damage), you'll have 94 points at the end of the campaign.
Winning D4 requires eUK legends, which requires people ranking up on the ground.
And I don’t know what country you think we can win 10 straight division four rounds against. We can’t even do that in our training wars, unless our training partners fight on our side.

@Paul: Scaling down the damage for people switching down divisions would be a godsend, and actually allow younger/weaker players to contribute.
Since lower level players in division one etc have lower ranks, they will usually be using more energy per kill than division four tanks. I will out forth the idea that division one players maybe get an extra cc per kill?
(i have no Idea how many division one fighters we actually have but if you have only 500 or so health then by all accounts doing an air battle DO is impossible with logging on multiple times. Not sure if this is so much of an issue with ground battles with the easy access of Q7 weapons.
could add a % bonus for divs 1/2 to make up the shortfall perhaps?
The other idea is to give 1000cc or something whenever a division one player gets a promotion and maybe 500cc for a division two. For a division one fighter, such a bonus would probably be significant. I do think though that newer players should be encouraged to upgrade their free training though - just occurred I've not seen that advice given.

That's a good point, I'd forgotten that standard max health (excluding the buildings you buy with gold or competition ones) is only 500 health.
Although I'm not sure I'd advise new players to fight with tanks, probably better saving the money to become self sufficient for food
The RAF gives out Q7 weapons and food so it is easy enough for all players to get the weapons. Those in DC are self sufficient but as far as I know a lot of other MUs still have weapon drops if players ask? Is the NHS still functioning?
On the other hand, no one uses air weapons...

Think Scorpions and RN do supply packs for which you the player have to apply rather then be handed them (not sure on quality or amount)
i'm finding occasionally I struggle to hit the daily order without logging in multiple times. This can be a real pain from mobile and very often end up forgetting or end up finishing right before day change. This mostly only happens though if I have done a full work (140 energy) and/or forgotten to top up over night. Energy refill is a weird system. I very rarely see the air battles and when I do don't hit much due to lack of anything like q7 weapons.

Are you wanting to "give back" or encourage/increase damage, because they are two different roads to travel down.

Why sign up? If you know how much damage each person is doing then pay them. Or will you be deciding who is "unsuitable" again?

Either you have the money to fund everyone or you don't do it. A half-arsed scheme with red tape isn't the way to go
We can give a small amount of money to everyone, or we can give a larger amount to everyone who is active enough to read articles/shouts/PMs. Anyone who isn't willing to put in the effort of responding to any of those attempts to reach them is probably not going to be aware of/work with the eUKs priorities in times of war either. "Signing up" could be as simple as responding with "o7". It's an attempt to focus our resources where they'll do the most good.
On the other hand, getting sent money apparently out of the blue could start a conversation with a new player and allow us to draw them into the community, which would also be valuable...
I agree with Septua - As long as the player is shown as being somewhat active in some capacity (basically to avoid multies) then give them the stuff. No need for red tape.
