[Dictator] Government Structure Updates

Day 3,177, 12:23 Published in United Kingdom United Kingdom by Mr Woldy

Citizens

I’d like to begin by giving a nod toward the great effort our soldiers and allies put into last night. I can’t put it any better then the MoFA, so here’s a link to a more thorough report and thanks to the tanks and players involved. Cheers guys o/

We are working on slimlining communication with allies and hoping to get a few more achievements over the next week. Fingers crossed etc. In the meantime check out our current orders to fight in NW of E.

Take it from Colonel Chestbridge

A few updates for you;

First things first I believe it was a grave mistake to disband the MoHA during a time of military struggle. The MoHA is a key player in keeping our populace informed. I shall therefore be reinstating it, and seeking an immediate and prompt staffing for the ministry. Please message me if you want to be involved, as I plan on making the MoHA central in defence planning rather than a backbenched entertainment ministry which it has been repeatedly relegated to over the past year. To be clear, the following Government positions are open for applications (or headhuntings):

1x MoHA
>4 MoHA Staff
1x MoD apprentice
1x Latin American Envoy

Secondly, we have had a big problem in the eUK surrounding channeling our damage, and steps shall be taken now to optimise the ways in which we communicate orders and information to the public. As such I am setting up National Service. The NS will be a three tier method of communication with military commanders and the public. The top tier shall be the MU Commanders thread, presently managed by Vice President, Voodoomike. This is an invaluable means of keeping Commanders informed. But we must take steps to circulate more information to the public. The second tier shall be the National Service Enlistment scheme. Over the next week everyone will be contacted about participating in mass messages through which MoD staff may circulate up-to-date orders in advance of events taking place. This will not only be more effective than the often unnoticed MoD orders but also provide a platform from which to get said orders actually voted into the top 5. Enlisting will be managed by the MoHA,and if successful the NS conscripts may also be eligible for reimbursement should they participate in strikes, which will be coming back with a vengeance. Lastly, we shall maintain the National Service Bulletin, a live orders document for easy access and use by the public. It can be bookmarked or shouted, as well as circulated by the MoHA. The MoD shall be tasked with keeping it up to date as a straightforward order followed by bitesize instructions for those without the time or want to seek out MoD orders or trawl messages for instructions. The link above is a working prototype.

Thirdly, and finally, as I am now acting CP I have discussed with the Speaker the Congress Awards bill. I believe that it is an ostentatious and gross conflict of interest for Congress to have voted on a motion that will result in their personal enrichment. It's too negative a precedent to set. It's dodgy territory and I don't really think such a topic should have been voted on in the first place. Fundamentally I am not opposed yet to the idea of monetary incentives. I don't believe they should be necessary but I more than anyone recognise the need for and challenge in acquiring an active Congress. But I don't think I can be persuaded that it is appropriate for Congress to negotiate and pass the terms of its own payments, in whatever form they may manifest themselves. If something like this were to be credible, it would have to be a part of a wider program of community awards, which could include sections for Congress incentives or rewarding activity. If it was specifically on Congress rewards it would have to go through a public referendum process. This scheme as it stands is far too self serving to bolster the credibility of Parliament, even if it did have honest intentions. I can't see how it can be disputed that Congress voting on something which stipulates gold awards to Congress isn't a conflict of interest and I don't think monetary incentives are something which should be legislated for precisely that reason. Although Congress theoretically has the ability to issue its own cash, this is not something I can permit the Government to spend its budget on, and so it will not come from the Government’s budget. Furthermore after talking with the speaker we feel it is appropriate to propose a bill that prevents any government or legislative body from awarding it’s own remuneration, effectively nullifying the motion. I will be arguing for that motion to pass in Parliament.

My actions in this period of caretaker governance are centred around providing an effective, functioning and mobilised government and country for whoever takes over as President on Saturday, and I hope these slight changes to the government and attitude toward defence will contribute to that.
